    Summary

    This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

    Duties

    The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    As a/an Financial Analyst, you will:
    • Serve as an expert-level resource on their Regional Management Team on matters relating to financial management issues.
    • Provide oversight and monitoring of all assigned programs and functions within the associated CPD region.
    • Ensure that Office financial management systems are fully implemented and used to prevent or identify issues of waste, fraud and abuse, identifying process improvements as necessary.
    • Meet with regional counterparts, national subject matter experts, CPD team members and grantees to enhance the quality and effectiveness of HUD plans and programs.
    Requirements

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
    • Providing comprehensive financial management experience with community development programs; AND
    • Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND
    • Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking; AND
    • Conducting and reporting of indirect cost plans and/or cost allocation plans.
    For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
    • Providing comprehensive financial management experience with community development programs; AND
    • Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND
    • Applying general accepted accounting, auditing standards and procedures for conducting grants management oversight; AND
    • Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking.
    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

    For the GS-14 you must have been at the GS-13 level for 52 weeks.

    For the GS-13 you must have been at the GS-12 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    Education

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
