    Open to the Public:
    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The minimum qualifications are as follows;

    Trainee 1 level :
    A bachelor's degree or higher

    Trainee 2 level:
    you must also have either 1. One year of professional experience
    • OR 2. A Juris Doctor, master's or higher degree in a field related to the position being filled

    Full Performance Level:
    you must also have either 1. Two years of professional experience
    • OR 2. A Juris Doctor, master's or higher degree in a field related to the position being filled
    • AND one year of professional experience
    *Professional experience must be performing the duties of the full performance level position.

    This position may be designated 55 b/c and is subject to verification of applicant eligibility.

    Duties Description This position in the Bureau of Budget Management (BBM) reflects and supports the mission of the Office of Children & Family Services (OCFS) to protect the State's most vulnerable populations and improve the safety and well-being of children, youth, and families within their communities.

    The incumbent will be responsible for assisting in the development of the OCFS State Operations programs budget of the NYS Commission for the Blind which includes a variety of tasks and responsibilities in a team environment.

    Through a traineeship, the candidate will develop skills to work independently on projects under the direction of the Associate Budgeting Analyst.

    The incumbent will be responsible for assisting in the development of the agency Budget Request, review and analysis of legislative proposals, and implementation of the Enacted State Budget.

    The incumbent will learn and be responsible for understanding Federal and State regulations, laws, policies, and proposals, and for preparing fiscal analyses.

    Budget Implementation - The incumbent will perform day-to-day budgeting analyst functions such as reviewing program spending plans, Federal and State legislation, grant awards, and contracts as well as providing fiscal guidance.

    Tasks include coordinating with program staff and preparing fiscal analyses.

    Budget Monitoring - The incumbent will be responsible for monitoring expenditures; preparing fiscal analyses and budget journals; developing cash projections; analyzing multiple funding and revenue streams, working with OCFS and other State agency staff, as necessary, to complete assigned tasks.

    The incumbent will also be tasked with other position-appropriate duties, including but not limited to: - Prepare and analyze agency budget requests.

    - Monitor revenue and expenditures related to a variety of program accounts. - Develop account specific cost projections. - Prepare spending reports for internal and external distribution. - Monitor and manage contract expenditures. -Maintain spreadsheets and trackers. Additional duties will be discussed during the interview.

    Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At this time, agencies may recruit and hire employees by making temporary appointments.

    In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.


    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

    Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

    While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


    Candidates who took and passed the most recent holding of the Professional Careers Opportunities (PCO) Exam are encouraged to apply.

    Traineeships (grade 13)
    During the First 6 Months of Service
    The trainee is expected to perform under constant and direct supervision.

    The measure of success during this period is how well the trainee grasps instructions, acts correctly on instructions received and, where repetition of activities is involved, functions with increased speed, accuracy and facility on subsequent repetitions.

    By the Completion of 12 Months of Service (grade 14)
    The trainee is expected to perform under less constant supervision. Routine and/or less technically complex tasks are completed without direct oversight or significant revision by the supervisor. More complex and difficult tasks will be completed with the supervisor providing concrete suggestions or corrections. During this period, significant errors involving basic issues will not be repeated.

    By the Completion of 18 Months of Service
    The trainee is expected to perform more complex and difficult tasks with only general supervision. Extensive revision or modification by the supervisor should not be required. The trainee should recognize problems or issues, which require the supervisor's attention and direction.

    At this point in the traineeship, it should be assumed that if the quality of the trainee's performance continues at this level, the trainee will be able to function at the full performance level and will probably advance to G-18.

    By the Completion of 24 Months of Service (grade 18)
    The trainee must be able to perform non-routine assignments under only general direction. During this interval, assignments encompass major work activity areas identified in the IDP but not previously addressed. Additionally, the trainee's assignments should serve to broaden the trainee's perspective. In brief, the trainee should be functioning at the full performance level.


    Telecommuting is available for this position; however, it is at the sole discretion of the assigned supervisor and the Bureau of Budget Management when a candidate may be considered.

    Telecommuting applications will be reviewed and approved on a case-by-case basis in accordance with the OCFS Telecommuting Pilot Program Policy.

    Telecommuting will not be considered until the employee has completed initial training (approximately 8 weeks).

    Telecommuting will be allowable up to 50%.

    Eligible staff may telecommute five (5) full days in a two workweek pay period (a workweek shall be defined as Monday through Friday).

    The number of permissible telecommuting days for each employee will be determined by the current work demands/assignments and program operational needs.


    Preferred Qualifications:
    o Strong analytical and communication skills, both verbal and written;
    o Attention to detail and ability to work in a team environment;
    o Ability to gather and organize data;
    o Working knowledge of Microsoft applications such as Word, Excel and other related programs; and
    o Ability to prepare and evaluate expenditure and other reports

    Free parking is available at the Rensselaer location. Work hours are 9-5 with periodic mandatory overtime during the budget season.

    Background Investigation Requirements:


    1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks.

    All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment.

    Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations.

    Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.


    2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

    3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.

    Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
