    East Bay Community Law Center (EBCLC) is a non-profit legal services organization, the community-based clinical program for U.C. Berkeley Law School, and one of the Bay Area's largest and most effective systems disrupters.

    With a dual service and teaching mission, EBCLC is a racial justice organization committed to building a culturally diverse workplace, centered on equity.

    With about 80 staff, 150 law students a year, and a nearly $10 million annual budget, EBCLC is the largest provider of free legal services in Alameda County, providing multimodal, collaborative, and holistic legal services to over 5,000 clients annually and engaging in legislative and policy advocacy at the state and local level.


    THE OPPORTUNITY

    EBCLC is looking for a Human Resources Manager who will be responsible for the day-to-day management of human resources in the organization.

    Reporting to the Co-Deputy Director, the Human Resources Manager will support the organization in all areas including general HR administration, employee relations, leaves of absence, training and development, recruiting, onboarding and offboarding, benefits, and payroll.

    The Human Resources Manager will supervise the Human Resources Coordinator and work closely with staff and the EBCLC executive leadership team.

    We are looking for a candidate with strong HR experience in nonprofits, preferably with experience in legal aid and/or mission-driven community-based organizations.

    A successful candidate is comfortable supporting a diverse staff in a unionized organization, welcomes feedback, is open to new ideas, and supports organization-wide innovation and improvement.

    In addition, a successful candidate understands that discretion, accountability, and integrity in this role are paramount.

    PRIMARY RESPONSIBILITIES
    General Human Resources Administration
    Serving as the initial point of contact for employees seeking information regarding HR policies and procedures.
    Ensuring EBCLC's compliance with local, state, and federal employment laws and regulations.
    Coordinating employee leaves and reasonable accommodation requests.

    Completing EDD forms (e.g., unemployment and disability), annual EEOC reporting, quarterly City of Berkeley Employee Lobbyist certifications, and other required reporting.

    Processing worker's compensation claims.

    Processing and tracking employee changes in the human resources information system (Paylocity) and ensuring that employee records are current and complete.

    Working with leadership to manage employee relations, including addressing conflict, and providing support with performance management and progressive discipline.
    Compensation and Benefits
    Administering EBCLC's benefits programs, including medical, dental, and vision plans, flexible spending, commuter benefits, health savings accounts, and retirement accounts
    Overseeing all aspects of semi-monthly payroll, working closely with the Director of Finance and the Human Resources Coordinator. Responsibilities will include reviewing the payroll register and making corrections as necessary.
    Ensuring that Paylocity and benefit information is accurate and up to date.
    Overseeing open enrollment.

    This will include working with executive leadership and the benefits broker to review current benefits and any proposed changes, collecting census data, communicating with employees about benefit options and open enrollment deadlines, and tracking enrollment elections.

    Training & Learning
    Coordinating the annual performance evaluation process for the organization, including tracking completion and supporting managers as needed.
    Creating and maintaining an organization-wide training calendar.

    Tracking employee participation in legally and internally required training, certifications, and licensing (e.g., safety, harassment and discrimination prevention, management training, etc.).

    Recruitment
    Managing an effective recruiting process that meets EBCLC's commitment to racial equity.
    Meeting with hiring leads to plan the hiring process before it begins.
    Providing support, as needed, on writing and editing job descriptions, interview questions, and rubrics.
    Onboarding and Offboarding

    Overseeing the Human Resources Coordinator's work:

    Managing the onboarding process, including new employee orientation, welcome emails, introductions to EBCLC's programs, training, tours of EBCLC's offices, necessary supplies, and benefits enrollment.

    Managing the offboarding process, including terminating departing employees in Paylocity and our benefits platform.
    Conducting exit interviews with departing employees.
    Other tasks as assigned by supervisor.

    SALARY AND BENEFITS
    The starting salary for this exempt position is $102,000-$113,000, based on relevant years of experience.

    Benefits include fully paid health insurance (medical, dental, and vision) for employees and their dependents, life and disability insurance, and generous paid leave (vacation, sick, and holidays); EBCLC also offers flexible spending accounts for qualified health, dependent care, and commute expenditures; and retirement options.


    WORKPLACE EXPECTATIONS
    EBCLC is a hybrid workplace.

    Please note that the HR Manager will be expected to work in our Berkeley office a minimum of 3 days/week.

    Your supervisor will review EBCLC's Office Use Protocol with you, which outlines the safety protocols employees are expected to follow when using the office.

    EBCLC is a unionized workplace and members of the bargaining unit are represented by the Engineers and Scientists of California Local 20, IFPTE.

    This position is not part of the bargaining unit.

    Requirements

    MINIMUM REQUIREMENTS
    5+ years' experience in nonprofit human resources, preferably within legal aid and/or mission driven community-based organizations
    3+ years' supervisory experience
    Strong knowledge of, and experience in, compensation and benefit administration, performance management, employee relations, recruiting, and federal, state, and local employment laws
    Demonstrated commitment to racial equity
    Excellent people skills, including the ability to build and manage relationships at all levels of the organization
    Excellent oral and written communication skills with diverse audiences and settings
    Strong sense of confidentiality, accountability and integrity
    Comfort operating both independently and collaboratively
    Excellent organizational skills, meticulous attention to detail, and demonstrated success at managing time and meeting deadlines
    Strong analytical and problem-solving skills
    Experience and comfort with HRIS and payroll systems
