- Support oversight activities with external partners including but not limited to clinical, commercial and G&A back-office support.
- Assist in the preparation and evaluation of Request for Proposal (RFPs) in collaboration with internal stakeholders.
- Build cross-functional partnerships with Clinical, Commercial, Legal, Finance, Quality Assurance, and other departments as appropriate to ensure that outsourcing and contracting needs are met and managed proactively.
- Assist in role of Alliance Manager for vendor governance activities such as tracking and reporting of KPIs, budget, spending trends, and quality measures for assigned vendors.
- Support project teams in the resolution of vendor performance issues.
- Provide analytical support as spend analysis and budget forecasts to ensure accurate budgets are developed consistently across the R&D programs.
- Assist in the development of fiscal year dept. budgets.
- Support the preparation of business cases for strategic management decision-making.
- Build strong relationships with internal customers/business users to understand their contracting and procurement needs and streamline the procure-to-pay process.
- Support in the negotiations of contracts, MSAs including vendor and site CDAs, MSAs, clinical site agreements, work orders for external clinical service providers, consulting agreements and specialty vendor contracts.
- Other tasks and duties as needed.
- B.S. degree in Business, Finance, or Life Sciences. M.S. preferred.
- 8 years of experience vendor management, finance, procurement, and/or Life Sciences.
- Experience in CRO/Biotech/Pharma and/or related field is required. Experience in the Cell & Gene therapy industry is a plus.
- Ability to work effectively with all levels of an organization and manage multiple operational issues.
- Demonstrated customer-centric mindset.
- Strong analytical skills with a high level of accuracy and attention to detail.
- Strong written and verbal communication skills.

Position Summary
The Manager, Procurement and Business Operations will provide support in the oversight and alliance management of clinical, commercial & G&A partners. The role will support outsourcing strategies, vendor evaluation, contract negotiation, cost management, analytics, and reporting ensuring effective planning and contracting of external resources for Rocket.
