    As the City of Thornton continues to grow we have a brand new Permit Technician position to fill with our Infrastructure department

    • This job is a blend of admin and clerical duties specifically related to engineering and construction.
    • Your days will consist of reviewing construction drawings, plans and specifications for construction in city right-of-ways; general, franchise, sewer and community improvement project permits, as well as traffic control permits.
    Under specified supervision, performs customer service, technical assistance, administrative, and clerical duties in support of a department.

    Positions in this class are flexibly staffed and are normally filled by advancement from level I or level II. When filled from the outside, the positions require previous and directly related experience.

    Permit Technician I:
    Under immediate supervision, this is the entry-level class in the Permit Technician series. Incumbents entering the class are required to have little directly related work experience. Generally, work is observed and reviewed both during performance and upon completion.

    Permit Technician II:
    Under general supervision, this is the intermediate-level class in the Permit Technician series, and is distinguished from level I by the ability to perform the majority of the duties assigned with only general supervision and occasional instruction or assistance.

    Permit Technician III:
    Under direction, this is the journey-level class in the Permit Technician series and is distinguished from level II by the ability to perform the full range of duties assigned with only occasional instruction or assistance as needed. Incumbents perform more complex and responsible types of functions, are typically responsible for financial recordkeeping and complex administrative tasks and may be required to manage confidential matters and materials. Incumbents may provide functional supervision or training to interns or other clerical employees.
    ESSENTIAL FUNCTIONS

    (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

    Determines types of permits required. Reviews permit applications for accuracy and completeness.

    Verifies contractor licenses. Enters permit and contractor information in computer database.

    Maintains records, files, and tracking systems for applications at various stages of the process. May establish and maintain residential and commercial address files.

    Collects fees and issues receipts. Coordinates collections on returned checks. Balances cash drawers and prepares daily cash receipt reports. May prepare requisitions and purchase orders; and process accounts payable invoices.

    Processes permit extensions and renewals for expired permits.

    Reviews plans to determine completeness of information and adherence to applicable ordinances and codes; advises parties of steps necessary to resolve deficiencies.

    Routes applications to appropriate city officials and outside agencies for necessary reviews and approvals.

    Researches, drafts, tracks and types correspondence, reports, logs, notices and orders.

    May be required to work overtime.

    Performs other duties as assigned.

    Additional City Development Specific Tasks:
    Answers telephone and waits on customers; provides information on city building permits and procedures.

    Reviews proposed building projects. Reviews construction blueprints, drawings, plans, and specifications of simple building projects such as decks and sheds for compliance with building codes.

    Prepares and issues mechanical, plumbing, electrical, building, and zoning/sign permits. Issues inspection cards and notifies inspectors of potential problems.

    Reviews applications for certificates of occupancy; prepares and issues certificates of occupancy.

    Administers elevator inspection program; confers with inspectors, processes invoice requests and payments, prepares correspondence, verifies inspections, and issues certificates.

    Tracks plan reviews and permits performed by the Thornton Fire Department.

    Performs scanning of address files; researches, drafts and types correspondence, reports, logs, budget reports, notices and orders. Prepares routine statistical reports.

    Serves as liaison between the Building Code Advisory Board, City Attorney's Office, and parties petitioning the Board. Accepts evidence submitted by petitioners. May serve as secretary to the Building Code Advisory Board, scheduling and attending meetings, hearings and workshops, recording proceedings and preparing minutes.

    Additional Infrastructure Specific Tasks:
    Reviews and processes right-of-way construction permit applications.

    Reviews construction drawings, plans and specifications for construction in city right-of-ways; general, franchise, sewer and community improvement project permits, as well as traffic control permits.

    Reviews traffic control plans and traffic control permit applications associated with construction permits.
    QUALIFICATIONS

    Education/Experience:
    Permit Technician I:
    High school diploma or GED; one year of clerical experience, preferably in civil engineering, construction inspections, or related field. Equivalent combinations of education and experience may be considered.

    Permit Technician II:
    High school diploma or GED; two years of progressively responsible experience in civil engineering, building construction, inspections, or related field. Equivalent combinations of education and experience may be considered.

    Permit Technician III:
    High school diploma or GED; four years' progressively responsible administrative experience in civil engineering, building construction, inspection, or related field. Equivalent combinations of education and experience may be considered.

    Licensing/Certification Requirements:
    Permit Technician I/II:
    May need the ability to travel to various locations in a timely manner as the job requires

    Permit Technician III:
    In addition to the previous requirements:
    Permit Technician Certification from the International Code Council (ICC)

    Knowledge, Skills, and Abilities:
    Permit Technician I:
    Knowledge of the policies, procedures and goals of the City of Thornton and the department.
    Skill in maintaining multiple records, files, and tracking systems for applications at various stages of review and approval process.
    Skill in reviewing and processing applications for permits and licenses following established procedures.
    Ability to provide quality customer service.
    Ability to perform accurate data entry.
    Ability to use standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.
    Ability to listen well and communicate effectively orally and in writing with various audiences.
    Ability to establish and maintain effective working relationships with employees, contractors, developers and the general public.

    Permit Technician II:
    In addition to previous requirements:
    Skill in interpreting and explaining division policies and procedures.
    Ability to work independently, performing varied and responsible permit administrative functions.
    Ability to collect fees, issue receipts, balance cash drawers, and prepare cash receipt reports accurately.

    Additional Infrastructure Specific Knowledge

    Knowledge of the general principles and practices of technical engineering.

    Knowledge of occupational hazards and standard safety practices.

    Knowledge of methods and techniques for record keeping.

    Skill in performing detailed work for prolonged periods of time.

    Skill in reviewing proposed construction projects and determining the types of permits required.

    Additional City Development Specific Knowledge
    Knowledge of City of Thornton basic accounting and purchasing policies and procedures.
    Knowledge of basic accounting including processing accounts payable and accounts receivable.
    Skill in reviewing proposed building projects and determining the types of permits required.
    Ability to prepare routine statistical reports.

    Permit Technician III:
    In addition to previous requirements:
    Knowledge of practices and principles of quality customer service.
    Ability to effectively train employees.
    Ability to provide accurate information on City building permits and procedures.
    Ability to perform all operations of the customer service counter for the division.
    Ability to review and process applications for permits and licenses following established procedures.
    Ability to establish and maintain effective working relationships with employees, contractors, board and commission members and the general public.

    Additional Infrastructure Specific Knowledge

    Knowledge of local laws, statutes, standards and specifications and ordinances related to construction and engineering.

    Skill in reviewing plans for simple construction projects and determining the types of permits required.

    Additional City Development Specific Knowledge

    Knowledge of local laws, statutes, and ordinances related to construction, signs, fences, and building inspection.
    Skill in reviewing plans for simple building projects and proposed building projects and determining the types of permits required.
    Ability to efficiently administer inspection programs.
    Ability to prepare accurate minutes of meetings as required.

    Physical and Mental Requirements:

    While performing the essential duties of this job, the employee is required to reach, stand, finger grasp, talk, hear, and make repetitive motions. This position is mostly sedentary work; exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to life, carry, push pull or otherwise move objects. The employee is required to have close visual acuity.
