What You Will Be Doing

You will direct, administer, and deliver statewide comprehensive Human Resources Management Program consistent with the agency mission, values, goals, and strategic objectives
Your duties will include:
Serve as Senior HR Policy Advisor to Commissioner, Deputy Commissioner, and executive management on HR policy direction and workforce management issues
Determine, develop, and implement personnel practices, policies and procedures to meet current and future human resources needs
Ensure personnel services are delivered to each division, program, and section in a timely and effective manner
Represent the department in HR management areas to other state agencies; public jurisdictions; the legislature or its administrative units; and the public
Represent the department in a variety of HR-related areas, such as grievance resolutions, hearings, tort claims, and professional meetings

Led by Labor Commissioner Christina Stephenson, the Bureau of Labor and Industries (BOLI) works to ensure that Oregon jobs are good jobs, where workers get paid what they are owed and have a discrimination-free work environment.
BOLI protects workers' rights through enforcement of state labor laws, ensures adherence to civil rights law in public spaces and housing, promotes the development of a highly-skilled workforce through registered apprenticeship programs, and provides training and confidential assistance to Oregon employers so they have the tools they need to comply with workplace rules.
Working ConditionsThis position works in a highly visible office environment with regular computer use.
At times, it is a fast-paced work environment with multiple demands, requiring the ability to work on multiple tasks, often under pressure of high priority deadlines.
The position has constant telephone, video, and in-person requests for information and assistance. Occasional overtime may be required to meet project deadlines and workload issues.This Is What You Need to Qualify
Five years of lead work, supervision, or progressively related experience
OR
Two years of related experience and a bachelor's degree in a related field
The ideal candidate will possess the following desired skills and attributes:
Strong interpersonal skills that can navigate challenging dynamics and situations.
Experience maintaining confidentiality of personnel files and related matters.
Close attention to detail and complete accuracy combined with great efficiency.
Skill in communicating orally and in writing with a variety of people, answering questions and explaining information or decisions in a way that is respectful and clear.
Skill in applying and explaining laws, rules, policies and procedures.
