    NUCLEAR ENGINEER with Security Clearance - naval shipyard, United States - Department of the Navy

    Summary You will serve as a NUCLEAR ENGINEER in the Project Engineering Division, Nuclear Engineering Department of NORFOLK NAVAL SHIPYARD.

    Duties * You will resolve conflicts concerning the work package development and overlapping functions. * You will provide advise and recommendations for design changes.

    * You will provide management guidance and coordinate work projects between individual divisions of the Nuclear Engineering Department and other shipyard departments and divisions.

    * You will provide project coordination of engineering and planning functions to include a complete engineering review of all approved work.

    * You will assure proper manning, timely completion, and budgetary control involving the overhaul or conversion of the reactor plants for nuclear powered submarines and surface ships.

    * You will initiate engineering support for the repair of major components and extensive portions of reactor plant primary and secondary systems.

    * You will develop and provide technical direction for the preparation and review of the ships overhaul schedules. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program.

    * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.

    * You will be required to successfully complete a pre-appointment physical examination. * This position requires that the selectee be willing and able to climb ladders and scaffolding.

    * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

    * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time.

    * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

    Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    • Experience demonstrating knowledge of the functions and objectives of nuclear power program in the Department of the Navy.
    • Experience understanding nuclear engineering methods, techniques, and principles such as structural, mechanical, industrial, metallurgy, hydraulics, chemical, electrical, quality and radiological controls.
    • Experience applying principles and requirements of Project Management Fundamentals (PMF), and those set forth in the corporate Advanced Industrial Management- Next Generation (AIM-NG) process manual.
    • Experience overseeing the planning, coordinating, and executing of nuclear work of various trades in support of ship system overhaul, repair, or modification projects to ensure the overall effectiveness in terms of schedule, cost, and quality .
    • Experience effectively communicating both verbal and written, as well as interfacing with upper management (Department Head level).
    • Experience identifying and analyzing potential risks/problems, recommending corrective actions, and developing the best approach to the contingent response to the planning of projects.

    Qualifications Standards Manual:
    Successful completion of a professional engineering degree.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g.

    OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
