Duties:


  • You will serve as the Contract Officer's Representative (COR) for multiple programs of the Division, and services procurements, supporting services contracts (secretarial, financial analysis, functional requirements),
  • You will assist the Contracting Officer (KO) and the technical codes in planning, soliciting, administering, and exercising financial, programmatic, and technical oversight on contracts and procurements,
  • You will assist technical customers to identify and specify their contractual requirements and formulate necessary procurement documents,
  • You will create estimates of time, labor, and Other Direct Costs; assess contractors' capability statements and evaluate contractor proposals,
  • You will participate in Contract Review Boards, and Department Contract Review Boards; carrying out fiduciary oversight functions on awarded procurements,
  • You will resolve routine oversight problems, and recommend solutions for larger problems,
  • You will monitor financial expenditures on procurements, and conduct inspections of products and services as required,
  • You will report contractor performance via official data systems, and participate in and support the activities of award fee and incentive fee boards,
  • You will assist Department management in formulating contract strategy, identifying contracting efficiencies and areas for increasing them,
  • You will create and guide standing and ad hoc teams to carry out recurring and emergent contractrelated tasks,
  • You will present a variety of briefings on technical and nontechnical Department contract support matters, and organize efforts to respond to emergent management contract initiatives,
  • You will represent the Contracting Officer and ensure proper execution of assigned contracts, ensuring financial and technical compliance with the contract terms and conditions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications:


For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the
GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following
:

Administering and exercising financial, programmatic and technical oversight of contracts to include requirements specification and formulation of procurement documentation for an organization.



For the GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the
GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector.

Education:

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 grade level ONLY:

  • Successful completion of a Ph.
D. or equivalent doctoral degree; OR

  • Successful completion of three full years of progressively higher level graduate education leading to a Ph.
D. or equivalent degree; OR

  • Successful completion of an LL.M. degree that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
