Duties:


  • You will lead all acquisition, planning, programming, budgeting, and execution activities in concert with Naval Sea Systems Command and the Naval Facilities Engineering Systems Command.
  • You will plan, develop, schedule, budget and sustain the replacement of real property and capital equipment that support the maintenance and readiness of the Nation's Navy.
  • You will be responsible for providing management, oversight and overall execution of PMO 555's program requirements.
  • You will supervise multidisciplinary engineering and analytics staff in the daytoday execution and reporting requirements for a major acquisition program.
  • You will organize, coordinate, support and work effectively with program office leadership to resolve problems and obtain clarification on any and all aspects of the program office's goals and requirements.
  • You will work with senior managers across multiple organizations (e.g. NAVSEA headquarters, Naval Shipyards and field activities, NAVFAC, OPNAV, etc.)
  • You will develop program measures of current and future operations and evaluate data recommending changes to program processes or procedures to improve effectiveness.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR

Qualifications:


  • Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band
    NH03 (GS13) or pay grade in the federal service or equivalent experience in the private or public sector
    leading the life cycle management of program goals and execution for the support of defense programs (e.g. providing expert advice and guidance on policy development or strategic planning; reviewing program operations to assess efficiency, effectiveness, or resolve problems; or establish program goals, objectives, or methods of evaluation for the program.)
