    Description


    Job SummaryUnder general direction, is responsible for working with businesspartners within one or more business unit to align technology solutionswith business strategies.

    Demonstrate an in depth knowledge of abusiness area in the context of the business customer's unit to identifyand communicate how IT solutions can assist.

    Working conditions areprimarily inside an office environment. Exercises functional supervisionover assigned staff.


    Essential Job FunctionsBusiness Process Improvement:
    Participates in short- and long-termplanning sessions with clients to improve business processes


    Documentsdiscussion and agreementsBusiness Liaison:
    Establishes liaison relationship with businesspartners in order to identify technical solutions. Analyzes businessworkflows to address business needs.


    Business Requirements Identification and Prioritization:
    Managesclient's priorities of projects and requests.

    Assesses client needsutilizing a structured requirements process (gathering, analyzing,documenting, and managing changes) to prioritize immediate businessneeds and recommends options, risks and cost vs.

    benefits. Develops,writes, and communicates business requirements for the design andimplementation of business solutions. Procures technical assistance tohelp in problem resolution.


    Feasibility Study Analysis:
    With the business partner, conductsfeasibility studies and drafts proposals for evaluation by appropriateusers and managers. Develops and assists in the presentation ofbusiness cases.


    Test Case Development:
    Reviews test plans and monitors the testingprocess to ensure that business results are adequately tested withminimal risk

    SLA Development:
    May develop Service Level Agreements (SLA) or selectvendors for clients in accordance with IT standards and specificationsas required

    Problem Resolution:
    Investigates, resolves and escalates problems. Monitors and analyzes metrics to ensure customer satisfaction.


    Project Status Reporting:
    Promotes an understanding of IT roles,processes and activities to the business units. Supports andparticipates in the formal reporting of project status. Managescustomers' expectations.


    Supervision and Performance Evaluation:
    May supervise assigned staff,conduct staff performance reviews and guide staff in preparing careerdevelopment and training plans.
    Performs related duties and fulfills responsibilities as required.
    Job RequirementsBachelor's degree from an accredited college or university.
    Five (5) years of relevant technical and business work experience.
    Or equivalent combination of education and experience.
    Knowledge, Skills, and AbilitiesKnowledge of business operations and systems requirements processes.

    Knowledge of business process analysis automated tools for ex:
    MSVisio, SQL.Knowledge of City procurement processes, rules and procedures relatedto system and service procurement.
    Skill in data collection, analytics, problem solving, statistics andreporting.
    Ability to demonstrate proficiency in Windows based environment,particularly Microsoft Excel, Access, Word.
    Ability to self identify projects and create meaningful reports whileworking independently.
    Ability to organize and troubleshoot efficiently and effectively.
    Ability to establish and maintain effective working relationships withCity staff and the general public.
    Ability to communicate clearly and effectively, both verbally and inwriting.

    Work Complexity and ExamplesSupports one or more highly complex business processes, requiring design or integration of technical solutions that may cross multiple functions of the business.

    Serves as a project team member or team lead.
    Administer complex systems analysis and design of products thatautomate business processes.
    Partner with key stakeholders and work collaboratively with themanagement to develop training materials to positively impact customerand management satisfaction.
    Work with cross functional teams as the business liaison. Attendmeetings and work with Production Support and Infrastructure teams toidentify, analyze and mitigate impact to the customer and business.
    Work with Application Development and Operational teams to drive thedesign and implementation of reports.
    Analyze the performance of installed enhancements to measure againstprojected business results.
    Proactively suggest ways of improving system stability, availability,performance, and reliability.
    Present key findings and recommendations to management in order todrive efficiencies and enhancements.
