    GLENDALE UNIFIED SCHOOL DISTRICT CLASS DESCRIPTION

    PAYROLL SUPERVISOR

    DEFINITION

    Under general supervision, plans, organizes, supervises and participates in the timely preparation of the district payrolls; assures the maintenance and accuracy of comprehensive payroll and benefits records, and performs duties related to these functions.


    DISTINGUISHING CHARACTERISTICS

    A Payroll Supervisor analyzes and makes recommendations for the successful operation of the payroll department and benefits desk, assumes direct supervisory responsibility for all payroll and benefits functions and performs the most critical, complex work.

    A Payroll Technician assumes functional responsibility for the payroll accounting activity in the payroll department.

    The work of this class requires the frequent use of independent judgment in making decisions within established accounting systems and procedures and may involve training new Payroll Technicians.


    SUPERVISION RECEIVED AND EXERCISED
    General direction is provided by the Director, Financial Services or other higher level administrative positions.
    Direct supervision is exercised over payroll positions assigned to perform payroll and benefits functions.

    EXAMPLES OF DUTIES
    Plans, organizes and supervises assigned personnel performing technical payroll and benefits work.

    Ensures timely, accurate preparation of all payrolls; reviews salary reductions in compliance with tax sheltered annuity plans; computes amounts of payroll to be issued from the revolving cash fund; and processes payroll cash collections.

    Develops new and revised payroll procedures to comply with laws, rules, and regulations to ensure service to employees, to improve efficiency, and to coordinate activities with other departments.

    Analyzes laws, regulations, collective bargaining agreements, Board of Education and Personnel Commission rules and Education Code changes to determine effect on payroll processing; recommends changes in payroll procedures, forms, and records as necessary.

    Establishes department priorities; determines need for, and implements, training and/or cross training for assigned staff and new employees.

    Coordinates with Education Technology and Information Services Department on salary changes; confers with Human Resources Department to resolve payroll issues or determine future needs.

    Coordinates the payroll functions of Human Resource System (HRS) with the County Office of Education; attends District and County meetings and obtains, reviews, and evaluates pertinent information to keep current on payroll transactions and reporting requirements.

    Operates a computer terminal to input data, make calculations, and generate reports.

    Participates in the work of the payroll and benefits department during peak times or during staff absence or to meet deadlines, as necessary.

    Maintain payroll records; prepare a variety of reports.

    Provides technical expertise, solves payroll problems, and responds to questions or concerns from employees regarding interpretation of laws, rules and policies governing payrolls.

    Performs other duties as assigned.

    CLASS QUALIFICATIONS

    Knowledge of:
    Methods, practices, and terminology used in payroll and benefits systems.
    Laws, rules, and regulations, including collective bargaining agreements related to employee wages and benefits for public sector employees.
    Principles of supervision, training, and performance evaluations. Modern office methods, practices and equipment.
    Accounting, fiscal procedures, and computerized payroll and benefits principles.
    Oral and written communication skills.

    Ability to:
    Read, interpret, and explain laws, rules, and regulations related to wages and benefits for public sector employees.

    Establish and maintain effective working relationships with district management, staff, representatives of the County Office of Education, outside auditors and others encountered in the course of work.

    Plan, organize, supervise, train, and evaluate the work of assigned technical accounting support staff.
    Prepare and maintain a variety of accurate financial, payroll, and related records.
    Plan and organize work to meet schedules and deadlines.
    Communicate clearly and concisely, both orally and in writing.
    Make arithmetic calculations quickly and accurately.
    Use independent judgment when required.
    Operate a calculator, a personal computer using payroll software, and standard office equipment.
    Establish and maintain cooperative and effective working relationships with others.

    EMPLOYMENT STANDARDS

    Minimum Requirements:

    Education:


    Graduation from a recognized four-year college or university with a major in accounting, finance, business administration, or a closely related field.


    Experience:
    Four years of recent responsible experience with automated payroll systems and procedures.

    Experience must include at least two years of supervising personnel, preferably in a California public school district or government agency.


    Desirable Qualifications:
    Training of personnel in accounting or payroll procedures.
    Written and oral proficiency in a second language.

    LICENSE OR CERTIFICATE
    Possession of a valid California Class C driver's license. Ability to be insured and maintain vehicle liability and property damage insurance.

    OTHER
    Willingness to work evenings, early mornings, and Saturdays as required.

    Tolerance for stress; ability to work within rules and policy while not necessarily agreeing with them, and ability to work on several tasks with frequent interruptions.

    A willingness to attend workshops and trainings outside of assigned working hours in those areas in which formal training is needed.


    WORKING CONDITIONS

    Physical Demands:

    Employees in this classification must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others.


    These include but are not limited to:

    Sitting, standing, walking for extended periods of time; kneeling, crouching, bending at the waist, climbing stairs, reaching overhead, above the shoulders to retrieve and store files and supplies.

    Dexterity of hands and fingers to operate a computer keyboard and other office equipment; use of wrists or hands repetitively in a twisting motion or while applying pressure; use of both hands simultaneously.

    Lifting and carrying, pushing and pulling boxes, files, equipment and other office supplies weighing up to twenty-five (25) pounds.
    Body movement or mobility to visit job sites or to observe work at any location in the district.
    Driving vehicle between work sites to conduct work.

    Employees in this classification must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others.

    Work Environment:


    Employees in this classification work primarily indoors, in an office environment, in direct contact with the public and other district staff with continuous interruptions and changing priorities.

    Occasional visits to other locations and district sites are required.
