    Job Description

    OVERVIEW

    Responsible for supporting the Finance and Administration Director in preparing and monitoring the agency budget, forecasting financial outcomes, and analyzing budget differences. The role involves following agency guidelines, professional standards, and financial regulations.

    DUTIES AND RESPONSIBILITIES

    • Assisting in drafting the agency's annual budget and related reports.
    • Helping with annual budget submissions to local authorities.
    • Analyzing and maintaining the agency's budget throughout the year.
    • Aiding in mid-year performance report completion and fulfilling other external reporting needs.
    • Analyzing federal fund balances and submitting annual reports.
    • Conducting monthly budget vs. actual analysis.
    • Creating and sharing quarterly financial forecast reports.
    • Managing financial statements in the agency's software.
    • Overseeing the financial statement database and user permissions.
    • Preparing and maintaining regional fund reports as a fiscal agent.
    • Applying cost accounting methods for service cost analysis and rate discussions.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Understanding of Board mental health, developmental disability, and substance abuse programs. Proficient in budget management, accounting principles, and cost allocation techniques. Skilled in Microsoft Office with a focus on Excel. Experience with reporting tools like Crystal Reports and automated budget systems. Strong communication skills. Capable of building positive relationships, analyzing data, and preparing detailed reports.

    TYPICAL EDUCATION, TRAINING AND WORK EXPERIENCE

    Bachelor's Degree or higher in Accounting, Finance, Business Administration, or Public Administration. At least three years of relevant experience in the specified duties.

    LICENSURE AND CERTIFICATIONS

    Valid Virginia Driver's License
