    Cost Analyst

    to join our Team This role is in support of the Common Carriage, iASE Programmer upgrade, and sustainment programs.

    Financial/Project Management

    Analyst


    to join our Team This role is in support of the FRCSE Software Support Activity (SSA) Fleet Support Team (FST).


    Role and Responsibilities:


    Provide financial analysis in support of the SSA FST for the teams' projects in all stages, and involving APN, OPN, RDT&E, PRL, PRE and FMS funds.


    Assist SSA TL in preparation, identification, and justification of the financial resources for both current budgets and out-year forecasts for all required appropriations by collecting, reviewing, and integrating financial inputs from FRCSE BFMs.

    Analize, modify, and update, as required, downloaded data collected from the database of program cost and acquisition data, known as Navy Enterprise Resource Planning (NERP)

    Support creation of work

    products/deliverables


    including, but not limited to, budgetary estimates, what-if analyses, risk and uncertainty analyses, analyses of alternatives (AoAs), and independent estimates, trend analysis, budget health assessments, cost rate analysis, variance analysis, correlation of and spend plan and cost performance analysis.

    Assist SSA Leads and BFM with SSA funds, tracking expenditures, compiling financial reports using

    charts/graphs/briefings/EVM/etc

    associate with project schedule.

    Provide project, contract, and financial management support for SSA Engineering and Logistics.

    Track and analyze project obligations and expenditures for the SSA.

    Coordinate with SSA Team Lead and BFM to create Earned Value Management Strategy for ALE-47 SW projects. Analyze and provide EVM Status report for SSA projects.

    Assist SSA Team lead determining burn rate, spending plan, resource requirements for current and out-year for Gov and Contractors.

    Track and analyze project obligations and expenditures for the SSA.

    Provide Financial/Project management analysis and

    recommendations/inputs

    to SSA TL and BFM for SSA projects.

    Participate and support internal and external meetings. Interface with Program Office and various internal/external organizations.


    Basic Qualifications:
    Bachelor's Degree in Business, Accounting, Financial / Project Management. 8 years of related experience will be accepted in lieu of a degree.

    Must have an active security clearance.

    5 years financial analysis/cost estimating experience; preferable in DoD acquisition programs.

    Working knowledge with Microsoft Office products (Excel, Access, Word, PowerPoint, Share Point, Project, TEAMS). Expert or Advanced level preferred.

    Developing cost analysis methodologies, relationships, and cost model development.

    Cost databases (including data collection, validation, and normalization techniques).

    Familiarity with risk and uncertainty analysis.

    Business case, economic analysis, net present value, and cost benefit analysis.
