    JOB SUMMARY

    This position is located in the Finance Department with the City of Oklahoma City and reports directly to an Assistant Controller. Employees of this classification perform duties of a professional and supervisory nature requiring skills, knowledge, and abilities acquired prior to assuming the duties of the position. The Financial Information Systems Manager is a section head and supervises the activities of a work section comprised of Financial Information Systems Senior Analysts, Financial Systems Analysts, Municipal Accountants I, II, III, and other accounting clerical personnel. Essential job functions include: Managing a section and providing assistance to operations supervisors and application support staff to successfully troubleshoot and correct system errors; preparing financial reports for management; and providing assistance and training in using standard application software. Other duties and responsibilities include: managing the creation, collection, and maintenance of system documentation; managing the installation and configuration of hardware components; monitoring system performance; managing the division's testing and implementation of system enhancements and development; responding to technical questions or concerns raised by staff and by users; and managing preventative maintenance tasks. As a financial and technical expert, the Financial Information Services Manager acts as a liaison between the department, internal customers and/or external vendors. The work is performed primarily independently, and has frequent contact and information exchange with other City employees, outside agencies and customers to provide or obtain information related to application systems, banking statements, financial reports, etc. Work efforts and final products are reviewed at the discretion of the supervisor.

    VETERANS PREFERENCE

    WORKING CONDITIONS
    • Primarily indoors, subject to sitting, standing, walking, or using a telephone for extended periods of time.
    • Subject to continuous exposure to light and glare from a computer monitor.
    • Subject to frequent low-level noise of a keyboard, copy machine, telephone, and other office equipment.
    • Subject to working irregular workdays during certain periods of the fiscal year.
    • Subject to occasional local or out-of-town travel to attend meetings, conferences, seminars, etc.
    Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS
    • Finger dexterity enough to operate equipment such as a calculator and personal computers, audio visual and other training aids.
    • Near vision enough to read and review documents and media such as written communications, computer printouts, computer monitor screen, accounting ledgers, etc.
    • Speech and hearing enough to communicate clearly and distinctly in person and by telephone while providing assistance or conducting training.
    • Strength enough to lift and carry items such as computer equipment weighing up to 20 pounds.

    If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
