Our services include care coordination, clinical and pharmacy services, mental health, housing, and nutrition.Position Summary:
The Ryan White Program Manager (RWPM) provides Programmatic and Fiscal monitoring and oversight of the Ryan White Grants, including Parts A, B, and C as well as the Ending the HIV Epidemic (EHE) funding.
This position works in partnership with the Finance team to develop and monitor budgets and maintain compliance for allowable costs as defined by the funding regulations.
The RWPM facilitates collaboration among Department Directors and Program Managers associated with activities supported by the Ryan White and EHE grant programs to ensure compliance with funding requirements and alignment across all Ryan White and EHE funded projects.
The Ryan White Program Manager is responsible for the oversight and monitoring of staff training related to the Ryan White and EHE funded services as well as monitoring and updating the eligibility policies, processes, and procedures for clients accessing Ryan White and EHE funded services.
The RWPM regularly collects and analyzes data for the Ryan White and EHE funded services and associated participants and utilizes the data for completing and submitting reports in compliance with local, state, and federal requirements as well as for presentation to Damien Leadership, as needed.
The RWPM engages in cross departmental collaboration to identify opportunities for improvement and is responsible for developing, implementing, and assessing data driven Quality Improvement projects as well as any process improvements on an ongoing basis.
This position is responsible for contributing to fiscal and data driven reports to comply with current funding requirements as well as for use in applications for future funding opportunities.
Duties and Responsibilities:This job description describes the general nature and level of work performed by employees assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities, and skills.
Develop and implement robust and comprehensive programmatic and fiscal oversight and monitoring for Ryan White Grants, including Parts A, B, C, and Ending the HIV Epidemic (EHE).
Conduct meticulous daily, weekly, monthly, quarterly, and annual quantitative and qualitative assessments and reporting to ensure accurate documentation in compliance with funding requirements.
Navigate between internal and external systems and databases, including CAREWare and Electronic Medical Records (EMR), to ensure data integrity of the highest quality across all Ryan White and EHE funded activities and services.
Facilitate any necessary onboarding and training sessions for all staff members funded by Ryan White and EHE grants to provide education related to the intricacies of the Ryan White and EHE associated activities at all levels of engagement and service delivery.
Develop and conduct training sessions for new and existing employees to keep all relevant staff up to date on current funding requirements as well as regulatory and compliance needs.
Manage, monitor, and update policies, processes, and procedures related to client eligibility determination and enrollment for Ryan White and EHE funded programs, ensuring alignment with regulatory and compliance standards.
Identify existing and potential issues that may inhibit the integrity of the eligibility and enrollment process, collaborating with the Senior Compliance Manager and any relevant departments as well as internal and external stakeholders to resolve issues efficiently.
Provide support, assistance, and data to the Grant Writer to contribute to the preparation of grant applications for the continuation of existing funding as well as any new funding opportunities, ensuring accuracy, compliance, and adequate preparation for funding needs, updates, and changes.
Collaborate with Fiscal and Department Directors, as well as Program Managers, to develop comprehensive work-plans that align with the goals, objectives, and activities of the Ryan White and EHE grants and ensure compliance and quality across all Ryan White and EHE funded initiatives.
Analyze Ryan White and EHE data to generate insightful and efficient reports to internal and external stakeholders, funders, and other staff as needed.
Identify strengths and successes as well as opportunities for improvement among programs and services funded by Ryan White and EHE grants based on quantitative and qualitative data.
Collaborate with the Quality and Compliance team to identify, develop, and implement Quality Improvement Projects related to Ryan White and EHE funding, with a focus on accountability and Continuous Quality Improvement (CQI).
Assist in the annual update and revision of the Clinical Quality Management Plan (CQMP) and agency-wide Quality Improvement and Assurance plans as they relate to Ryan White and EHE funded programs and services, ensuring alignment with relevant work-plans and other applicable Ryan White and EHE funding requirements.
Provide data for monthly, quarterly, and annual reporting both for Ryan White and EHE funded activities directly as well as any other funding sources that supplement Ryan White and EHE funded programs and services.
Undertake special assignments and additional responsibilities on an as-needed basis to contribute to the overall success of grant management initiatives.
Demonstrate proficiency in data analysis, identifying trends, and making data-driven decisions and recommendations.Utilize verbal and written communication skills for effective reporting and collaboration.
Develop in-depth knowledge of Ryan White Grants, including local state, and federal regulations and compliance requirements and utilize that knowledge to assist staff in programmatic and fiscal compliance.
Develop and facilitate comprehensive and effective training related to Ryan White and EHE funding for employees at every level.Collaborate with diverse teams, including Finance, Patient Access, Clinic, Health IT, and Quality and Compliance.
Perform special assignments and other work on an as-needed basis.
Education and/or Experience
Bachelor's degree required, bachelor's degree in a relevant field such as non-profit, public health, or business management preferred. A working knowledge of Excel is required. Experience with Power BI, Python, and/or Tableau preferred. Experience with CAREWare preferred. Experience with federal, state, and local grant reporting systems preferred. Experience with the Code of Federal Regulations preferred. Experience working in the non-profit and/or healthcare sector preferred.
