    Job Summary

    The Home and Community Based Services (HCBS) Systems and Policy Analyst will monitor policy changes to HCBS programs/services for older adults, as well as changes to the systems that support those programs. This position will:
    • Lead, conduct, and coordinate in-depth analyses of the impacts of those policy changes to DHS systems and system changes to HCBS program policy
    • Provides leadership, project management, oversight and coordination of system change proposals to ensure consistent and reliable recommendations across HCBS programs managed by the HCBS Unit in the Aging and Adult Services Division (AASD)
    The incumbents core tasks will include performing detailed functional and technical analyses on affected systems, documenting business processes, developing and coordinating the creation of user test cases and assisting the Unit's business staff with functional and use case testing.

    Qualifications

    Minimum Qualifications

    3 years professional experience with home and community-based programs for older adults or people with disabilities and the relation to managed care. Experience must include the following:
    • Exceptional analytical and conceptual thinking skills related to articulating the business need as it relates to systems
    • Ability to organize and develop detailed individual project work plans and prioritize work
    • Knowledge of DHS systems such as MMIS, MAXIS and SSIS
    Bachelor's Degree in Business Analytics, Information Systems or Technology may substitute for 1 year of experience

    Preferred Qualifications
    • Ability to write complex technical documents that reflect policy decisions being translated into detailed business requirements.
    • Ability to facilitate to reach a decision, lead group discussions, and be task- and outcome- oriented
    • Excellent planning, organizational, and time management skills
    • Variety of experiences working effectively with others from different backgrounds and/or cultures
