THE POSITION:


Become a part of the PennDOT team and contribute to supporting Pennsylvania employers in kickstarting their recruitment and training initiatives.

This role involves overseeing the Commonwealth Workforce Transformation Program, which aims to assist employers in training and developing skilled workforces in vital sectors like infrastructure.

Through this program, grants are provided to employers to facilitate the hiring and training of new workers in key industries such as highway and infrastructure.


This role offers the opportunity to make a tangible impact on the workforce development landscape in the state by working closely with employers to address their training needs and enhance their workforce capabilities.

DESCRIPTION OF WORK:


  • As part of your role, you will be responsible for analyzing CWTP reports in order to assess contractors' adherence to contract goals and special provisions. This analysis will help determine if contractors are meeting the requirements set forth in their contracts. Another aspect of your job will involve reviewing bid proposals to ensure that the appropriate number of CWTP eligible trainees are included in projects. This is crucial to ensure that the CWTP program is effectively providing opportunities for trainees to gain valuable work experience. You will also be tasked with reviewing and evaluating CWTP status reports that are submitted by PennDOT district offices. Your expertise will be needed to provide guidance and feedback to these offices, ensuring that they are in compliance with the program's regulations. Additionally, you will be responsible for reviewing CWTP contractor exit interview feedback. This feedback will help identify any areas that require further investigation or followup. Your attention to detail will be crucial in ensuring that all necessary information is properly addressed. Lastly, you will be conducting preliminary investigations into complaints related to program participants. These investigations will require you to gather relevant information and prepare preliminary summary reports for your supervisor. Your thoroughness and ability to analyze information will be essential in providing accurate and comprehensive reports.

Work Schedule and Additional Information:

  • Full-time employment. 37.5 hours per week
  • Work hours are 7:00 AM to 4:00 PM, Monday
  • Friday, with 60minute lunch.
  • This position may require some travel.

Telework:You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

  • This position is also eligible for Alternate Work Schedule (AWS).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:


QUALIFICATIONS

Minimum Experience and Training Requirements:


  • Successful completion of the Pennsylvania Management Associate program (Commonwealth title);
    or:
  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth titles);
    or:
  • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree;
    or:
  • An equivalent combination of experience and training.

Other Requirements:
