    Introduction

    Delaware's Attorney General, the State's chief law enforcement officer, has a broad responsibility to combat crime, uphold civil rights, safeguard families, fight fraud, and protect consumers in the First State. In meeting this mission, Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer Protection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

    Summary Statement

    The Delaware Department of Justice's Division of Civil Rights and Public Trust (DCRPT) seeks to enhance its efforts to raise awareness and address the increasing numbers of hate crimes and bias incidents that occur statewide. As part of its efforts, the Division of Civil Rights and Public Trust applied for, and was awarded, a federal grant by the U.S. Bureau of Justice Assistance, Matthew Shepard and James Byrd, Jr. Hate Crimes Program. The goal of the grant program is to comprehensively address and prevent hate crimes through increased public awareness and reporting of hate crimes and to enhance law enforcement and prosecution strategies to prevent and respond to hate crimes, thereby bringing justice for hate crime victims and other stakeholders.

    The grant award has allowed the Division of Civil Rights and Public Trust to allocate funding for a full-time victim service specialist position throughout the 4-year life of the grant. This Victim Service Specialist ("VSS") will be the first, and only, VSS position within the Division of Civil Rights and Public Trust and will be assigned to the Division's New Castle County Offices at 900 North King Street. This Victim Support Specialist will be involved with supporting victims of hate crimes at all stages of prosecution, from case in-take through sentencing; and will provide assistance to the victims of crime and to their families. This position may be tasked with creating the related training presentations and materials. Pursuant to the grant award goals and objectives, the person that fills this position will be responsible for utilizing grant funds to create original programs or planning events that will serve to raise awareness and combat hate crimes and bias incidents. This may involve helping to expand DCRPT's outreach to include students, teachers, and school administrators. The VSS will assist others with fulfilling grant award reporting requirements, which includes tracking and generating statistical and program progress reports. Given that DCRPT handles matters statewide, occasionally the VSS may be required to travel to other counties.

    Essential Functions

    Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.     Specific duties include notifying victims and witnesses of the criminal case status, court dates and results of hearings; working with prosecutors and victims to complete requests for restitution; interviewing victims/witnesses to ascertain case facts and identify individual needs; assisting with the prosecution of cases by educating the victims/witnesses about the criminal justice process and preparing them for trial; and making referrals through the use of community resources. The VSS is also responsible for staying engaged with victims and witnesses to ensure they will be present for required court appearances and may accompany the witnesses and victims to hearings and trials. The VSS will help to facilitate mediation in situations in which hate activity occurs, but prosecution is not possible or the best solution. The VSS will attend various trainings on hate crimes and bias incidents. Also, the VSS will be responsible for planning and presenting hate crime and bias incident trainings to members of the DOJ and outside agencies. Performs other duties of the same scope/complexity as assigned.

    Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

    1. Two years of employment with the Department of Justice with demonstrated transferable skill set and ability.
    OR
    1. Possession of an Associate's degree in a Behavioral or Social Science field.
    OR
    1. Possession of a Bachelor's degree in a non-Behavioral or Social Science related field.
    OR
    1. One year of experience in a Behavioral or Social Science related field.
    2. One year of experience in applying laws, rules, regulations, standards, policies and procedures.
    3. Knowledge of human services work such as making referrals to community resources for counseling, medical care, legal assistance, emergency funding, and/or other applicable resources.
    4. Six months' experience in record keeping.
    5. Six months' experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
    JOB REQUIREMENTS for Victim Service Specialist II
