    Summary

    This position is located in the Department of Homeland Security, United States Coast Guard, Atlantic Area (LANTAREA), Preparedness Division in Portsmouth, VA.

    Duties

    As the Planning and Logistics Section Chief in the International Port Security (IPS) Program, this position is responsible for directly managing, supervising and evaluating section staff and serving as a senior assessor, leading individual and concurrent assessments, surveys, and evaluations to assess whether compliant security measures are in place at foreign ports. The mission of the Planning and Logistics Section is to provide logistics, administrative support, and financial management to program personnel, coordinate foreign delegate reciprocal engagements, and provide contractor oversight and property accountability.

  • Serving as Head of Delegation (HOD) or senior assessor, leading individual and concurrent assessments, surveys, and evaluations to assess whether compliant security measures are in place at foreign ports.
  • Collaborating with all lPS Program units to develop spend plans, managing funding spend down limits and serves as approving supervisor for all purchases, inter-agency fund transfers and travel order requests.
  • Leading, conducting, and coordinating assessment teams' day-to-day pre-planning activities for high level security assessments, including working with other Coast Guard units, . agencies, and foreign governments.
  • Planning and prioritizing daily Coast Guard administrative and logistics duties to be accomplished by staff members, setting and adjusting priorities, establishing guidelines and performance expectations, and observing, providing feedback, and evaluating employee performance.
  • Developing and maintaining relationships with various Coast Guard and foreign government stakeholders by creating processes by which the organizations pursue collaborative arrangements and relationships with stakeholders.
  • Providing expert analysis and evaluations to management that encompass programmatic milestones, schedules, and budgetary resource planning and execution required for effective management, operations, and decision making in support of the IPS Program.
