    Duties


    • You will serve as digital innovation specialist responsible for technical planning, design, development, testing, implementation, and management of Internet, Intranet, and extranet activities.
    • You will perform the technical development, testing, implementation, and maintenance of MARMC unclassified Internet, Extranet and Intranet web infrastructure to support the organization.
    • You will apply new developments in technology to previously unsolvable problems and make decisions or recommendations that significantly influence Internet policies and programs.
    • You will consult with internet/intranet customers and senior managers to evaluate user requirements and advise on design capabilities and maintenance responsibilities

    Qualifications Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position
    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position
    Such experience is typically in or directly related to the work of the position to be filled
    You must have IT-related experience demonstrating each of the four competencies listed below:

    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately
    Providing technical advice to web content providers.


    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

    AND In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector

    Specialized experience must demonstrate the following:

    • Experience functioning as the technical authority within the region with regard to methods of Internet/Intranet principles and being responsible for technical planning, design, development, testing, implementation, and management of Internet, intranet, and extranet activities including systems/applications development and technical management of websites.
    • Experience applying knowledge in current Internet/Intranet technologies, WWW technology as employed by other government agencies in the private sector, and Internet security principles and protocols, such as Security Sockets Layer (SSL) and encryption.
    • Experience granting, denying or limiting access by users to web sites or selected areas of the web site.
    • Experience applying knowledge in Web-based application and accessibility technologies, such as voice recognition and screen readers

    BASIC REQUIREMENTS:

    Education:
    All academic degrees and coursework must be from accredited or pre-accredited institutions

    Education:
    Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
