    Summary

    King County Road Services Division is seeking a Utility Field Support (Engineer II) to join our team This Engineer II position performs a broad scope of fully proficient engineering, construction management, inspection, and related responsibilities in support of the drainage and unit's engineering functions. In addition, this position performs as the Utility Coordination Engineer for all construction work performed by the Road Maintenance Section with utility companies, provides County utility location information to contractors digging in the public rights of way and tracks and manages the One-Call database and damage reporting programs.

    Job Duties

    Applying is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
    • Work effectively in a multidisciplinary environment.
    • Respond quickly to requests to locate storm drains.
    • Obtain utility locates for maintenance section or others as needed.
    • Work with utility company representatives and locators to assure work is complete, correct and timely.
    • Ensure compliance with state one-call law.
    • Maintain as accurate locate database and keep accurate records.
    • Coordinate repair of utility damage reports from field crews with appropriate utilities.
    • Coordinate utility monitoring of maintenance projects.
    • Respond to request by others to locate county owned storm water facilities.
    • Keep immediate supervisor apprised of project status, design decisions and problems.
    • Maintain database entering project information including location, date started, date completed and other pertinent information as assigned.
    • Review and recommend revisions during construction to resolve utility, and other conflicts as requested by the Construction Crew Lead.
    • Work closely with outside agencies and other staff during storm or other emergency response: perform surveys and evaluations to determine road condition during emergency situations: coordinate removal of downed wires and broken underground utilities.
    • Enter drainage program as-built designs into King County storm drainage database.
    • Serve as back-up to the Maintenance Support Engineer.

    Experience, Qualifications, Knowledge, Skills

    EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS

    Minimum qualifications:
    • Bachelor's degree in civil engineering (BSCE) or closely related field and practical experience in roadway drainage systems and other roadway construction OR the equivalent combination of education and experience that demonstrates one's knowledge of engineering principles related to the drainage systems and roadway repairs and construction or other infrastructure projects.
    • Working knowledge of King County Road Standards and application to road design and utility placement
    • Land survey principles and familiarity with environmental requirements, and BMP's
    • Skill in researching and interpreting applicable codes, polices and regulations.
    • Experience in reading and interpreting plans, specifications, technical maps and other engineering documents.
    • Microsoft Office software such as Access, Acrobat, Excel, Outlook, PowerPoint, and Word to communicate clearly and effectively both orally and in writing.
    • Use of ARCGIS or other mapping software
    • Building and maintaining effective relationships with other team members, utility companies and districts, field employees, contractors, permit agencies, state and local municipalities, and the public.
    REQUIREMENTS:
    • An offer of employment will be contingent upon the successful completion of pre-employment physical examination.
    • Must have a valid Washington State Driver's License.
    WORKING CONDITIONS:
    • Work is performed in the office and field.
    • Ability to open Manhole lids and catch basin lids.
    • Ability to be on-call for emergencies, especially in the event of damages, earthquakes and countywide flooding situations.
    • Ability to work outdoor under unfavorable weather conditions.
    • Works outdoors, which may require climbing on bridges and walking on uneven, rocky or rough ground, or working in inclement weather.
    • Ability to efficiently work in traffic to field locate traffic control devices including signs, barriers, object markers, etc.
    • Work adjacent to or in the active traffic environment.
    • Specific vision abilities include close, distant, color.
    • Often required to stand and reach with arms and hands; physical activity including but not limited to lifting up to 50 lbs. at least waist height; carrying and moving objects.
    • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground.
    • Must be able to work a variety of work hours including attending evening meetings and working nights and/or weekends and holidays when required.

    INTERVIEW SCHEDULE:Those applicants who pass the initial screening will be invited for a 45-minute virtual interview the week of 05/20/2024.

    WORK SCHEDULE:
    The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.
    EMERGENCY DESIGNATION STATUS: (Mission-Critical) - Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.

    Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.     TELEWORKING REQUIREMENT

    This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.

    Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

    Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
