    The Community Services Specialist is an integral position to the department who is committed to supporting the community with a healthy and fun environment.

    The current vacancy is in the Aquatics/Sports Division.

    Interviews are tentatively scheduled for May 16, 2024.THE POSITIONUnder general supervision, assists in the planning and implementation with a variety of recreation, leisure and educational programs within the Community Services Department; organizes adult, youth and alternative sports, after school programs, contract and recreation classes, facilities/fields, cultural arts, senior programs, marketing and sponsorship, and special events; maintains records and promotes program activities; and performs related duties as required.

    SUPERVISION RECEIVED AND EXERCISEDReceives general supervision from the Community Services Coordinator and/or Community Services Supervisor. Exercises general supervision over volunteers, part-time and seasonal staff.

    CLASS CHARACTERISTICSPositions in this class perform responsible recreation activities involving planning, organizing, and implementing activities in program areas such as sports, cultural arts, senior programs, youth programs, special events or other activities related to assignment.

    Work involves organizing and directing recreation programs within established schedules, standards, and policies, as well as using independent judgment when appropriate in dealing with program or customer service issues.

    This class is distinguished from the Community Services Coordinator in that the latter has supervisory responsibility for multiple programs.
    This current vacancy is a Temporary-Seasonal only for the summer season and is non-benefitted.

    This summer season will end on August 31, 2024.     Participates in and leads City-wide activities for youth and/or adults, special events, recreation center activities, athletics, senior services or other related recreation/community service program.

    Promotes community involvement through recreational and leisure programs; interacts with members of the public across all age groups.
    Organize, plan, direct and coordinate recreation activities as appropriate for position. Train part-time staff and/or volunteers in leading general recreation/community service activities.

    Performs physical activities such as setting up or taking down chairs and tables, carrying items, preparing for special events and standing for long periods.

    Assists with coordinating event publicity, including news releases, flyers, pamphlets, brochures, and presentations; performs public relations work within the community and with community groups pertaining to specific programs, events, and special activities.

    Prepares regular participant attendance and activity records. Issues, collects, and properly maintains and inventories City equipment and supplies.
    Reports maintenance and equipment repair needs to the Community Services Coordinator. Plans, prioritizes, assigns, schedules, and monitors, the work of assigned seasonal and part-time staff and volunteers.
    Monitors facility rentals to ensure applicant complies with City and department policies and procedures.
    Assists and trains others on enrollment and registration/enrollment transactions in a controlled point of sale environment.
    Maintains records and prepares reports concerning new and on-going programs. Assists in recruiting, selecting, interviewing and training volunteers, seasonal and part-time staff.
    Adhere to City procurement policies and procedures when purchasing programs and event supplies. Performs general office work; schedules reservations; performs clerical duties. Uses good judgement in dealing with program, staffing, safety, and customer service issues. Observes safety and City rules and regulations; ensures park and facility users are aware of rules and regulations.
    Maintains effective communication and working relationships with patrons, participants, clients, co-workers, City Department representatives, and outside agencies.
    Provides exceptional customer service in-person, via telephone and written communication. Performs other duties as assigned. QualificationsKNOWLEDGE OFPrinciples and practices of organizing a variety of recreation programs.

    Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.

    Principles and procedures of record-keeping, report writing, and preparation of correspondence.
    Modern office practices, methods, and computer equipment and applications related to the work.
    First Aid and CPR methods and safety practices.

    Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

    ABILITY TOConduct recreation, leisure and educational programs to meet the needs of the community.
    Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
    Train, monitor and evaluate volunteers, part-time and seasonal staff.
    Perform a variety of routine clerical tasks including record keeping, filing, and tracking systems. Effectively represent the department and the City in interactions with the community including meetings, events, and programs.
    Act in the absence of immediate supervisor. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner.
    Operate modern office equipment including computer equipment and specialized software applications programs.
    Use English effectively to communicate in person, over the telephone, and in writing.
    Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
    Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. EDUCATION AND EXPERIENCEAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

    A typical way to obtain the required qualifications would be:
    Graduation with a high school diploma or equivalent. Completion of an associate's degree is highly desirable.
    At least two (2) years of paid experience as a Community Services, or Recreation Leader or equivalent.


    SPECIAL REQUIREMENTS:
    Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
    CPR/First Aid Certification by time of appointment.
    Must be 18 years of age or older.

    Additional InformationPHYSICAL DEMANDSWhile performing the duties of this class, employees are regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment and audio equipment; reach with hands and arms; and move and or lift up to 25 pounds.

    Employees are frequently required to walk and stand. Specific vision abilities required by this job include close vision and the ability to adjust focus.

    ENVIRONMENTAL ELEMENTSEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances.

    Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.

    Employees may be required to work extended hours including evenings and weekends.
