    About the Role

    This is a full-time remote role for a Federal Proposal Writer/Manager. The role will involve day-to-day tasks such as proposal management, technical writing, RFI (Request for Information) and RFP (Request for Proposal) analysis and development, and proposal writing. You will use your prior experience and business acumen to help define winning pursuit strategies, shape new opportunities with clients, and lead the proposal process from conceptualization through final submission. The Federal Proposal Writer/Manager will also need strong communication skills to collaborate with various stakeholders and teams. The Federal Proposal Writer/Manager must thrive in an environment where they are responsible for the management and execution of the full BD life-cycle process across multiple simultaneous pursuits and proposals.

    You will be responsible for administering the proposal process, providing guidance and assistance to authors, administering proposal related resources, preparing proposal related reports, etc. The ideal candidate will have previously served as a successful federal proposal writer and manager with proven experience capturing new business within the federal market (e.g., DoD, HHS, VA) in the areas of healthcare, business transformation, and information technology. The Proposal Writer/Manager will also assist as required in other activities related to Government-Wide Acquisition Contract (GWAC) Administration, Research, Marketing, etc.

    Responsibilities

    • Strategize and identify win themes based on solicitation requirements and performance work statement (PWS) tasks and price-to-win activities aligned with client requirements.
    • Coordinate and co-author white papers, market survey responses, and proposal documents (e.g., RFI and RFP responses), and other proposal artifacts as assigned.
    • Develop robust proposal content based upon interviews with technical or program personnel.
    • Translate technical or jargony information to clear, concise, persuasive content tailored for various audiences.
    • Support other business development activities as assigned.
    • Brief senior leadership on progress for ongoing proposal plans and activities.
    • Participate in and/or lead proposal response meetings internal to Consensus Solutions and external with partners, including color reviews, proposal strategy and planning, or other topics as necessary.
    • Participate in and/or lead reviews of completed proposals for quality, compliance, and completeness.
    • Assist in capture activities and management, as assigned by leadership.
    • Coordinate meetings with customers, clients, and teaming partners to develop market insights on requirements, acquisition strategies, acquisition timing, and contract vehicle options.
    • Create plans to obtain an understanding of client requirements, issues, and needs during the shaping and capture phases of opportunity development (preferred, not required).

    What you will achieve in the first six months

    • Develop a deep understanding of Consensus Solutions' services, capabilities, and overall strategy and marketing approach.
    • Connect these capabilities to client requirements in key markets.
    • Regularly, meaningfully, and with increased independence contribute to quality proposal responses and other business development activities.

    Qualifications

    • Bachelor's degree, or higher in related field.
    • 4+ years of experience in Business Development related field.
    • 4+ years of experience winning competitive federal government bids as a proposal manager/writer.
    • Strong knowledge of the federal government acquisition cycle, contract vehicles, contract types, and solicitation types.
    • Experience in proposal management, technical writing, and proposal writing.
    • Knowledge of RFx (Request for Proposal/Quote) analysis and development.
    • Excellent written and verbal communication skills.
    • Strong attention to detail and ability to meet deadlines.
    • Ability to work independently and remotely.

    Preferred Additional Skills:

    • Experience with Shipley Business Development program and other equivalent trainings.
    • Successful capture within the Department of the Veterans Affairs, Department of Defense, Defense Health Agency, or Health and Human Services.
    • In-depth experience with market intelligence tools.
