    Job Description:

    • This position is for an Onshore Construction QA/QC Manager to represent the client for the Coastal Virginia Offshore Wind (CVOW) Project. The CVOW project entails the construction and installation of 176 wind turbine generators and associated equipment off the coast of Virginia Beach, Virginia as well as the four (4) onshore transmission network Products including: the underground transmission; overhead transmission; a new switching station; and the expansion of an existing substation.
    • The Onshore Construction QA/QC Manager will report to the QA Project Manager, for the CVOW Project. This position is responsible for providing leadership to ensure successful development, implementation, and management of the Quality Assurance Program for the On-Shore Product of Work, which includes four (4) onshore Product packages. This assignment will include Quality Management of the design, manufacturing, construction/installation, testing, and commissioning to ensure proper compliance to the applicable codes, standards, specifications, and project documents. Day-to-day interaction with the Electric Transmission team, manufacturers, contractors, site construction teams, and the CVOW Commissioning Manager will be required to ensure all equipment is transported, installed, and commissioned, as required. The candidate will be required to work with multiple contractors to ensure the design, manufacturing, construction, commissioning, and testing activities meet the client's requirements of the CVOW Project.

    Responsibilities:

    • Manage the on-site Quality Programs for the On-Shore Transmission On-Shore s during the design, development and construction phases of the project and ensure seamless interface with the offshore package managers.
    • Support all phases of the project for each On-Shore Package including coordination between packages, coordinate of on-site safety during construction, transportation, installation, and commissioning.
    • Monitor and report the status of Quality of the manufacturing and construction activities.
    • Assist in manage of project risks for the onshore Products.
    • Liaise with the Transmission, Transportation and Installation Project Manager, Interface Project Manager, and Commissioning Manager regarding work plans, schedules, and requirements for construction, installation, and commissioning.
    • Review and monitor progress of manufacturing and provide accurate reporting to leadership.
    • Provide support to the project team and assist in resolving technical, construction, commissioning, and warranty issues.
    • Coordinate and work closely with the Onshore Scheduling Team in the review, preparation, and coordination of detailed construction, manufacturing, transportation, installation, and commissioning schedules for the onshore Product packages.

    Required Knowledge, Skills, Abilities & Experience:

    • Minimum of 7-years of experience in QA/QC Management, Construction Management, and Project Management.
    • Project Management Professional (PMP) Certification preferred, but not required.
    • Proficiency with Microsoft Office Suite.
    • Minimum of 5-years of experience in Civil Construction.
    • Knowledge of cast-in-place and precast concrete operations.
    • Knowledge of underground infrastructure activities, (for example, duct bank installations, underground piping systems, HDD/HDPE Piping systems, etc.).
    • Experience in onshore transmission networks and substation construction, and/or heavy industrial design and construction environments.
    • Ability to travel (domestic and internationally) as required.
    • Proficient with interpreting Quality Manuals/Programs, ITPs, technical drawings, specifications, codes, NCRs, schedules (P6, Microsoft Project, Excel, etc.) and management reports.
    • Ability to manage multiple projects simultaneously.

    Education Requirements:

    • Bachelor's degree in engineering (electrical/civil) preferred, but not required.
    • ISO 9001 Certified preferred, but not required.
