    Program Manager, Planning and Evaluation


    The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable.

    PROGRAM/DEPARTMENT DESCRIPTION

    This position will serve as the lead evaluator of the Strengthening U.S Public Health Infrastructure and Workforce grant at the Boston Public Health Commission (BPHC).

    The Project Manager Infrastructure and Evaluation role will evaluate the implementation process and outcomes of the grant, working in close partnership with the implementing partners.

    In addition, this role will play a key role in supporting ongoing evaluation technical assistance across the BPHC in support of the workforce and infrastructure goals of the grant to enhance the internal monitoring and evaluation capabilities of BPHC to ensure the highest quality of programs.


    DUTIES

    Support the Executive Office and Chief People Officer in evaluating a large federal grant focused on Boston's public health infrastructure and workforce, including evaluation of our Workforce Improvement Initiative (WIIN) and additional infrastructure and workforce development priorities.

    Develop Logic Model for overall workforce infrastructure development initiative.
    Guide the design and implementation of program models and evaluations to inform program and policy development.

    Assist in the design of and facilitate the implementation of process and outcome evaluation protocols for BPHC programs and efforts, using both quantitative and qualitative methods as appropriate.

    Develop workplans in partnership with project teams.
    Work with project teams to monitor workplans in an ongoing manner to develop quarterly evaluation narrative summaries.

    Support program development (Program Models, Theory of Change) based on evaluation science, by leading data analysis, interpretation, and integration in conjunction with Program and Evaluation Unit staff.

    Provide coaching and consultation to BPHC entities on selecting and using tools and processes related to evaluation and evidence.

    Contribute to the conceptualization and development of evaluation initiatives that support the commissions' ability to create and assess impact, with a special emphasis on understanding and ameliorating racism as a public health crisis.

    Provide guidance and technical assistance around evaluation principles and processes to support workforce infrastructure related to evaluation capacity.
    Work with the Office of Performance Improvement to advance the development and implementation of relevant measurement processes.
    Contribute to monitoring reports, project tracking spreadsheets, and communications with partners and BPHC colleagues.
    Contribute and adhere to federal grant reporting requirements and regulations.
    Support the planning, implementation, and development of materials and content for evaluation related training.

    Communicate evaluation and research findings through written and oral presentations to both professional and non-professional audiences, including development of infographics of evaluation findings.

    Promote ethical guidelines and principles when conducting evaluation activities and collecting, disseminating, and using data.
    Perform other duties as required.

    Work to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.

    Promote health equity, inclusion, and diversity within the BPHC, department and community.

    MINIMUM QUALIFICATIONS
    Master's degree in public health/Social/Health sciences plus 3-5 years' experience (or bachelor's with 5+ years of program evaluation experience).
    Commitment to racial health equity and understanding of how racism impacts health outcomes and inequitable health outcomes.
    Expertise in health equity and racial and social justice analysis and frameworks.
    Knowledge of principles and practices of sound research and evaluation methodologies including mixed methods research methods.
    Knowledge of Theories of Change/Program Model Development.
    Experience developing, implementing surveys, collecting data, and quantitative and qualitative data management, analysis.
    Ability to synthesize evaluation findings into written reports and presentations.
    Able to draft survey instruments, interview and focus group guides, and other data collection methods.
    Experience considering the impacts of research/evaluation on communities of color.

    Able to analyze quantitative and qualitative data using appropriate software and methods (e.g., statistical tests and coding of qualitative data) (e.g., SAS, SPSS, Stata, R).

    Advanced user of MS Excel, Word, and PowerPoint.
    Excellent organizational skills and oral and writing skills required.
    Ability to work as part of a diverse team, to manage competing priorities, and to consistently meet deadlines required.

    Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.

    Preferred or Plus

    Demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience preferred.
