    DESCRIPTION OF SERVICES


    Texas Health and Human Services Commission requires the services of
    4 Program Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of
    Program Manager 3, Project Management and the specifications outlined in this document for the
    Texas Health and Human Services Commission.

    ll work products resulting from the project shall be considered "works made for hire " and are the property of the
    Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.


    Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


    Level Description

    8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

    Certification in Project Management by a recognized project management organization or Scrum Master a plus.

    The Texas Health and Human Services Commission requires the services of four Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.

    The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Project Manager position within the IT Public Health Applications division.

    This position will perform all necessary project administration and documentation to move project ideas from intake to implementation. Senior level consultative services and technical assistance work in the area of HHSC project management for program related activities.

    Work involves overseeing Texas Department of State Health Services (DSHS) priority initiatives and managing special projects utilizing project management best practices in coordination with agency business and program units.


    Duties include:

    extensive project documentation creation, developing business charter requirements and documentation, business case workbook development, biennial operating plans and amendments, requirements gathering, coordination, reporting, planning, researching, coordinating and evaluating project management implementation, assuring the use of best practices and standards, assisting in the coordination and optimization of DSHS operations and program functions and providing recommendations.


    This position is responsible for maintaining coordination across numerous related initiatives and leading special projects as assigned by agency leadership


    These responsibilities include:

    developing project management tools; maintaining project management data on critical and major projects; reporting progress on key projects to executive/senior staff; providing recommendations regarding project management practices to agency leadership and reporting the status of key projects and accomplishments.

    Job Description - The project manager will be working on projects as part of the ELC funding (Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infection Diseases funding).

    Duties will include the creation of all necessary project documentation such as business case workbooks, project charters and schedule.

    The project manager will manage all documentation necessary from taking a project from inception to implementation, performing a transition to the execution team.

    This position will also work with staff to initiate, sponsor, manage or participate in projects to maximize the success of multiple and diverse projects.

    Works under limited direction with extensive latitude for the use of initiative and independent judgment.


    II.

    CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

    Candidates that do not meet or exceed the
    minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

    Years Required/Preferred Experience 8 Required Skilled in managing multiple projects with experience with implementations across large organizations to include developing and managing project plans and documenting risks, issues, and contingency plans, ensuring resolution of issues.

    8 Required bility to research, gather, assemble, correlate and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues.

    8 Required Skilled in effectively mapping business processes and identifying process improvements and skilled in planning and facilitating meetings and group problem solving.

    8 Required Experience overseeing the development of SDLC artifacts, ensure business requirements get translated into technical specifications, guide, and facilitate the SDLC process 8 Required Experience developing and maintaining strong relationships with multiple project sponsors and stakeholders.

    Must possess strong communication and presentation skills and strong teamwork skills.

    8 Required bility to appropriately summarize and escalate issues and develop and present weekly status updates (written and verbal) and conduct regular project team status meetings.

    1 Preferred Experience implementing and using agile methodologies and best practices for 1 or more State of Texas Agencies 1 Preferred Experience with HHSC Federal State processes and documentation, project documentation such as business case workbooks and project charters.

    1 Preferred PMP Certification

    III. TERMS OF SERVICE
    Services are expected to start
    04/22/2024 and are expected to complete by
    08/31/2024. Total estimated hours per Candidate shall not exceed
    1032 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

    IV. WORK HOURS AND LOCATION

    Services shall be provided during normal business hours unless otherwise coordinated through the
    Texas Health and Human Services Commission.

    Normal business hours are Monday through Friday from
    8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.


    The primary work location(s) will be at
    701 W 51st, Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.


    Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s).

    Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

    The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.

    Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
    Texas Health and Human Services Commission.


    V. OTHER SPECIAL REQUIREMENTS
    Services are expected to start
    04/22/2024 and are expected to complete by
    08/31/2024. Total estimated hours per Candidate shall not exceed

    WORK HOURS AND LOCATION

    B) The primary work location will be 701 W 51st Street, Austin, Texas
    Position will be 100% remote. All candidates can apply if within the United States.
    C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

    D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

    E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.

    Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
