- Application Development Management
Provide leadership and guidance to subordinate supervisors for coordinating and overseeing automation projects. Direct the establishment of priorities, staff allocation, and resource optimization to achieve business program goals. Monitor, evaluate, and report on development progress, as well as manage risks and issues. Implement controls for service quality evaluation and identify the need for contract resources when necessary. - Continuous Improvement
Develop and nurture a culture of continuous improvement, evaluate SDLC processes, and implement enhancements to enhance service quality. Foster innovation to better support business goals, engage with customers, and establish metrics for success measurement and reporting. - Strategic Planning
Engage in Division strategic planning, support the implementation of the IT Strategic Plan, and stay informed on emerging IT trends. Provide technical expertise to guide business decisions, develop strategies for modernizing legacy applications, and contribute to IT policy and strategy development. - Human Resource Management
Create staffing plans aligned with Division goals, coach and mentor direct reports, and promote a learning culture. Encourage team building, facilitate training, and drive creative decision-making. Establish performance expectations, provide feedback, and develop succession plans to maintain expertise levels for future needs. - Support of Government Functions and Contracts
Prepare budget estimates, project documents, and legislative analysis related to application development. Manage resources effectively, oversee personal service contracts, and ensure quality control for consultant deliverables. Coordinate project team activities with vendors, consultants, and support managers. -

Description
Scope of Position:
Under the direction of the Assistant Division Chief in the Business Systems Bureau, the Information Technology Manager I (ITM I) leads the Information Technology application development functions within the State Controller's Office (SCO), Business Systems Management Section (BSMS) through subordinate supervisors. The ITM I is responsible for planning, organizing, and evaluating the Software Development Life Cycle (SDLC) activities for complex electronic information processing applications. This role involves establishing short and long-term goals aligned with the Strategic Plan, and efficiently allocating resources to achieve objectives effectively.
