- Serves as the primary point of contact (Project Lead and Financial Manager) for the Perkins Basic Grant for South Texas College with the Texas Higher Education Coordinating Board and organizes connections and content with staff across the College in support of CTE initiatives.
- Responsible for the programmatic and financial management for the Perkins Basic Grant and supports RDMC with other CTE grants activities regarding the connection of CTE pathway initiatives.
- Facilitates CTE projects discussions with Perkins funded or other CTE personnel for the development of the application, identifying key activities and strategies for administrator consideration within continuous improvement planning, i.e. Comprehensive Operational Plans, Institutional Planning.
- Manages and identifies key CTE content in support of the grant lifecycle for infographics, reporting, planning, stakeholder correspondence to promote effective implementation, management and retention of grant activities for ongoing compliance with federal Perkins rules, program requirements, and all applicable regulations.
- Facilitates CTE projects and discussions with Perkins funded or other College personnel to develop clear goals, enhance application content and provide required reports with federal and state Perkins rules and program requirements for optimal impact.
- Works collaboratively with personnel within the Divisions of Finance and Administrative Services, Information Services, Planning, Performance and Strategic Initiatives, Student Affairs and Enrollment Management and Academic Affairs to ensure planning is continuous, expenses are allowable, allocable, reasonable and necessary, special populations needs are addressed and key elements of the CLNA, Perkins Core Indicators and the College's Key Performance Indicators are positively impacted.
- Monitors the programmatic compliance of the Carl D. Perkins Basic Grant by reviewing and following-up on the strategies and activities in the approved grant application with CTE department administrators and Perkins liaisons.
- Responsible for reviewing, approving and monitoring Carl D. Perkins Basic Grant expenditures in accordance with the approved application, maintain reconciliation and manage expenditures for preparation of amendment, fiscal report, audit or application planning.
- Responsible for meeting requirements related to Carl D. Perkins Basic grant funded inventory/disposition and supporting with the updates of process and procedures to reflect changes, when needed.
- Plans out and prepares for dissemination of meeting and training content for the College's CLNA and data-driven planning for CTE programs leading to the development of the annual Carl D. Perkins Basic Grant application and other key CTE initiatives tied to industry pathways.
- Develops and delivers training meeting agendas, and presentation materials to promote data-driven planning to advance CTE programs and strategies that align to the purposes of the Carl D. Perkins Basic Grant and the latest Perkins Act.
- Meets with faculty/staff to provide technical assistance that supports effective management and compliance for the Carl D. Perkins Grant, including but not limited to effort reporting documentation, inventory/disposition, procurement, hiring and reporting.
- Initiates planning for, develops and maintains online and printed guidance materials to support CTE programs and the college in meeting the requirements of the Perkins V: Strengthening Career and Technical Education for the 21st Century Act or the latest Perkins Act.
- Guides designated Perkins liaisons across the College and department staff to complete the Carl D. Perkins application in accordance with guidelines from the Texas Higher Education Coordinating Board.
- Works in collaboration with various internal and external stakeholders to gather and analyze data for the Perkins grant required CLNA and manages content for CTE initiatives for RDMC CTE projects, applications and reporting needs.
- Works collaboratively with Perkins Liaisons and CTE department administrators and provides guidance and assistance on a variety of topics related to Perkins, including but not limited to budget, timelines, activities, strategies, evaluation, reporting, implementation, programmatic and fiscal compliance.
- Collaborates with departmental staff and supports projects, initiatives, and procedures, including but not limited to the use of the college's Grant Management System, electronic filing system, and procedures for grant document record retention.

- Required Education and Experience
- Bachelor's degree required; Master's degree preferred.
- At least two (2) years of grant experience required.
- At least two (2) years of experience in higher education, preferred.
- Experience working with a career and technical education grant, preferred.
- Excellent oral, written, and interpersonal communication skills.
- Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, Access, PowerPoint, and Outlook, the Windows environment, internet research skills and learning management systems.
- Demonstrated knowledge of report writing and technical requirement analysis, business process modeling/mapping, methodology development, and data modeling.
- Knowledge in importing data for use in report software, spreadsheets, graphs, and flowcharts; extensive experience with core software applications.
- Knowledge in educational methods, pedagogy and/or andragogy, and in instructional delivery.
- Ability to exercise independent judgment and make recommendations and/or act upon findings.
- Excellent analytical, mathematical, and creative problem-solving skills.
- Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
- Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
- Ability to work evenings and/or weekends as needed; wiling to travel throughout the college district using own means of reliable transportation.

Perkins Basic Grant streamlines continuous improvement and data accessibility with staff across the College in support of Career and Technical Education initiatives, as the Project Lead and Financial Manager for this institutional annual allocation.
The CTE Projects Manager manages the successful implementation and timely completion of Perkins Basic Grant activities, is responsible for the development of the annual grant application, completion of reports, leads the development of the Comprehensive Local Needs Assessment (CLNA), and the maintenance of Perkins grant files for the College.
In addition, this position supports CTE Programs of the college to effectively manage the Carl D.Perkins grant and serves as the primary point of contact for South Texas College with the Texas Higher Education Coordinating Board for this grant.
This position works closely with Perkins Liaisons and other college personnel to provide guidance and assistance for the effective management, and compliance with the latest Perkins Act and federal grant regulations, funding agency guidelines, local policies and institutional CTE initiatives.
