    Summary About the Position:
    This position is located with the Forces Command (FORSCOM), Fort Campbell, KY. Fort Campbell lies on the Kentucky/Tennessee border between Hopkinsville, KY & Clarksville, TN about 45 miles NW of Nashville. Both visitors & residents enjoy the shops & eateries of downtown Hopkinsville & Clarksville. The cost of living is lower than the average for all major U.S. cities.

    Responsibilities Prepare financial reports to provide the status of obligations and expenditures of funds, and comparisons of actual performance to the financial plan and identification of variances.

    Determines the propriety and cost effectiveness of funding requests. Locate and analyze data pertaining to the budgets for substantive programs. Reviews estimates and requests submitted, for compliance with rules, regulations, and procedures. Evaluates the effect of cost and program changes on the budget execution process. Manages and controls a major segment of an installation's budget for the prior fiscal years. Coordinate with area activities, component staffs, and key personnel regarding plans, programs, policies and procedures.

    Maintain budget within online system and maintain a funds allocation system to ensure accurate accountability for funds committed or obligated.

    Specialized Experience:
    One year of specialized experience which includes 1) revise budget summary information;2) prepare budget/financial documents and reports; and 3) assist with resolving budgetary problems.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).


    OR Education:
    I have successfully completed a Ph.

    D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.


    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.

    You will be evaluated on the basis of your level of competency in the following areas:
    Budget Administration Control of Funds Cost Estimation and Analysis Financial Management Financial Systems Time in

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09)


    NOTE:

    To support the Advancement requirement, you MUST submit a copy of your latest non-award SF-50 that reflects your highest grade held on a permanent basis along with your application/resume package.

    You must meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements.

    Failure to do so may affect your rating or consideration for employment.

    Education Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.

    Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. Please submit your foreign education evaluation with your application.


    FOREIGN EDUCATION:

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    education program; or full credit has been given for the courses at a U.S. accredited college or university.
