    Minimum Qualifications A bachelor's degree in engineering, geology, or other related environmental science, and a minimum of 7 years of experience in project management


    Preferred qualifications:

    • 7 years of experience in construction project management
    • 7 years of experience in contract negotiation and management
    • 5+ years of management and field experience in provision, maintenance, and monitoring of alternate water supplies

    Duties Description The incumbent reports to the Director of the Division of Environmental Remediation and the Deputy Commissioner of Remediation and Materials Management, and is responsible for researching, analyzing, and evaluating complex, confidential, sensitive and controversial issues impacting DEC's policies, procedures, operations, goals, objectives and mission related to its response to contaminated water supplies, including DEC Program Policy DER-24/Assistance for Contaminated Water Supplies.

    This is a temporary 18-month position, with the likelihood of an 18-month extension pending approval if required for project completion.


    Duties include the following:
    1.

    Development of a grant program for the provision of Alternate Water Supplies (AWS) so these responsibilities can be effectively delegated to county/municipal entities for community and non-community public water supplies impacted by contamination, as well as private entities and homeowners for private well supplies.

    Incumbent would assist with identifying potential funding sources for the program (e.g.

    Bond Act, Clean Water Infrastructure Act; the Bipartisan Infrastructure Law), identifying potential interested entities for the program and developing requirements for eligibility, guidelines of eligible uses of funds, any use restrictions on funding, application process and review, awards and associated requirements (e.g., timing requirements on implementation, payments and recordkeeping, reporting, etc.).

    Incumbent would oversee public notice and outreach efforts related to the grant program, as well as oversee on-going projects funded by the grant program including ensuring appropriate and consistent use of funding and providing technical assistance.

    Management of DER's current AWS Program, which currently involves maintenance of over 2000 AWS systems, including performance of the following duties and responsibilities:


    • Provides administrative and program support for the Director of the Division of Environmental Remediation and the Deputy Commissioner of Remediation and Materials Management;
    • Coordinates and monitors on-going projects and activities of interest and concern to the Director of the Division of Environmental Remediation and the Deputy Commissioner of Remediation and Materials Management and maintains contact with business unit leads to ensure the availability of accurate, up-to-date information;
    • Anticipates, identifies and troubleshoots issues of concern or significance; exercises discretion to provide timely information and necessary updates across multiple stakeholders;
    • Negotiates and manages professional services contracts with technical consultants related to the provision of AWS;
    • Negotiates and manages various contractors (investigation and remediation, response, and laboratory) related to the provision, construction, and maintenance of AWS;
    • Develops technical scopes of work, contract documents and change orders, project schedules, fact sheets, municipal funding agreements in consultation with the Office of General Counsel, and project summary documents;
    • Holds and attends public meetings, responds to inquiries and FOIL requests, and communicates with the press. This often requires direct communication with other state agencies, residents, local politicians, and community leaders;
    • DEC liaison with DOH Bureau of Public Water Supply and Bureau of Environmental Exposure Investigation related to AWS;
    • Ensures appropriate and consistent use of funding sources (Title 12, Title 13, CWIA, etc.);
    • Manages the day-to-day operations including: managing the budget, ensuring proper assistance is offered to Staff and other stakeholders in a welcoming environment; responding to external requests; and sharing timely information with Staff and stakeholders;
    • Researches, writes, edits and/or coordinates preparation of special reports, briefings and presentations; conceives, crafts, and edits messages, letters and other communications on behalf of the Director of the Division of Environmental Remediation;
    • Assists with gathering information, communicating with multiple parties, developing and monitoring plans, and keeping track of project deadlines and responsibilities;
    • Coordinates and/or oversees the scheduling and/or management of strategic events and meetings;
    • Under the direction of the Director of the Division of Environmental Remediation, ensures that matters requiring the attention of the Deputy Commissioner of Remediation and Materials Management are thoroughly developed, researched, and evaluated.;
    • Builds and maintains successful working relationships and coordination with a wide range of offices, staff, and stakeholders, both internal and external; and
    • Provides technical assistance in consultation with DOH to county/municipal entities for public water supplies impacted by contamination, as well as private entities and homeowners for private well supplies.3. Management of high-priority projects/initiatives in the Division of Environmental Remediation. Prioritizes and manage multiple projects simultaneously while following through on issues in a timely manner.4. Independently completes assigned special projects within designated timeframes. Performs other related duties as assigned.
    Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Must successfully complete (or have completed) the 40-hour OSHA training course and all other required training.

    Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
