    Duties

    • Plans and directs development, implementation, and continuing evaluation of the effectiveness of program management frameworks that governs the planning and execution of the Departments visa applicant watch listing and other programs and operations.
    • Exercises delegated managerial authority and responsibility for the overall planning, direction, and timely execution of all SAC functions, which are carried out on a day-to-day basis by the three subordinate divisions.
    • Serves as an authority on U.S. policy and provisions of the Immigration and Nationality Act governing foreign nationals who are determined to be ineligible for visas on political and security-related grounds.
    • Represents the Department at meetings with relevant stakeholders to promote understanding for Department policies and programs related to visa security screening.
    • Monitors critical global issues and developments having a potential impact on U.S. foreign policy related to visa security screening and determines appropriate strategies and initiatives in response.

    Qualifications

    Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

    Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

    Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following

    • Experience applying knowledge of administrative laws, policies, regulations, and precedents to assess programs;
    • Experience conducting complex program and project analysis and developing corresponding recommendations;
    • Experience recommending and advising on critical issues involving visa security screening services and;
    • Experience engaging with senior interagency officials to develop visa screening and vetting procedures and policies.

    There is no substitute of education for specialized experience for the GS-15 position.

    In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

    • Ability to assign, review, and supervise the work of others;
    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
