    The Department of Public Health's (DPH) Bureau of Substance Addiction Services (BSAS) is seeking a dynamic applicant to fill the role of BSAS Healthcare Integration Manager. The Department of Public Health's mission is to promote and protect health and wellness and prevent injury and illness for all people, prioritizing racial equity in health by improving equitable access to quality public health and healthcare services and partnering with communities most impacted by health inequities and structural racism.

    Under the direction of the Director of Strategy and Innovation as well as the Director of Federal Grants, the Healthcare Integration Manager is responsible for overseeing the development, implementation, management, and monitoring of substance use and healthcare integration initiatives for the Bureau of Substance Addiction Services (BSAS). The Healthcare Integration Manager ensures healthcare integration-related goals and deliverables are met while overseeing staff responsible for monitoring the day-to-day progress of funded activities related to the integration of substance use disorder (SUD) care into healthcare settings and vice versa.

    This position plays an important role in the promotion of integrated care approaches and connections between healthcare and substance use services systems in the state with a focus on health equity, dignity, self-determination, and non-discriminatory practices. The Healthcare Integration Manager must keep abreast of the latest research findings, and trends in substance use data and practice. The position is responsible for working under the supervision of the Director of Strategy and Innovation, the Director of Federal Grants and in collaboration with the other directors in the Office of Strategy and Innovation, as well as the other BSAS Senior Leadership to seek federal funding opportunities that further the goals of the Bureau. The Healthcare Integration Manager represents the Bureau in meetings within DPH, in inter-agency collaborations, and at regional and national conferences.

    Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Oversee integration of person-centered SUD care into various healthcare settings including hospitals and community health centers in collaboration with BSAS Medical Director and other leadership. This includes supervising staff responsible for the day-to-day implementation of Bureau initiatives such as hospital-based addiction consult teams and bridge clinics; screening, brief intervention, and referral to treatment (SBIRT) initiatives; and office-based addiction treatment service delivery, training, and technical assistance.
  • Work closely with BSAS leadership, other DPH Bureau leadership, and relevant partners to support the integration of medical/healthcare and infectious disease services and cross-system referral and coordination within BSAS licensed and funded treatment programs.
  • Work with medical, pharmacy, community health center, and hospital organizational partners as well as MassHealth and other payors and subject matter experts to identify opportunities to advance and strengthen person-centered and equitable addiction care across clinical settings, and clinical care in addiction treatment settings. Represent BSAS at local, state, and national meetings as needed.
  • Collaborate with the BSAS Office of Statistics and Evaluation and other DPH data partners, such as the Emergency Department Syndromic Surveillance data managers to monitor and respond to trends in the state, ensure program data collection and submission, collaborate on program data analysis and program outcome measurement with a focus on health equity.
  • Assist with RFR/RFQ writing and review process.
  • Respond to external requests for information, including assisting with responding to requests for information from NASADAD.
  • Develop the compilation of reports on BSAS updates, activities, and accomplishments.
  • Support the development of new program models, as needed, including drafting policies, standards, guidelines, requests for response (RFR), requests for quotes (RFQ), and other related planning documents.
  • Preferred Qualifications:

  • Knowledge and understanding of the full substance use services continuum of care in Massachusetts.
  • Clinical and programmatic knowledge of and expertise related to the integration of substance use services into healthcare settings.
  • Skills, knowledge, and experience working with healthcare providers to integrate substance use services into healthcare settings.
  • Knowledge of and experience with federal grants management
  • Understanding of systems development and systems building
  • Capability to direct and supervise a large staff.
  • Awareness and understanding of racial and other health equity and how it applies to program planning, implementation, and evaluation.
