    Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

    Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered.

    This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

    JOB SUMMARY

    This posting will be used to fill a current vacancy in the Grounds Management Division of the Parks and Recreation Department within the City of Oklahoma City and is under the direction of an immediate supervisor. However, an eligibility list will be established or supplemented for filling future vacancies in the department, per provisions of the AFSCME collective bargaining agreement. The skills, knowledge, and abilities required for full performance must be acquired prior to assuming the position. Incumbents must possess all necessary licenses and certifications prior to assuming the position and must have successfully completed any departmental training programs designed to enhance equipment operation, maintenance, and safety skills. Essential job functions include: chemical spraying of vegetation; performing various facilities and grounds maintenance tasks utilizing assigned vehicles, equipment, and standard gas powered and electrical hand tools; and responsibility for following all safety and maintenance procedures relating to the proper operation and condition of the assigned equipment or crew. Equipment operated may include Interstate or boom mowers, boom sprayers, tractors with attachments, front-end loaders, skidders, backhoes, packer trucks, pickups, flatbeds, dump trucks, crack-filling machine, push mowers and lawn edger. The incumbent may work independently or in conjunction with other workers and equipment while performing maintenance or repair projects. In the absence of a supervisor, the incumbent may be expected to perform as lead-worker with responsibility for other employees, equipment, and effective completion of projects. The employee will complete daily work orders, safety reports, and other work-related activity reports on a daily basis. Instructions are received verbally or in writing with work products subject to review by an immediate supervisor.

    VETERANS PREFERENCE

    Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

    JOB REQUIREMENTS

  • Knowledge of and skill in using and operating various ground maintenance tools and equipment.
  • Knowledge of and ability to follow safe work practices and procedures in the performance of assigned tasks.
  • Skill in performing various grounds maintenance and repair tasks.
  • Skill in interpreting and completing standardized forms such as project assignment sheets, etc.
  • Ability to follow oral and written instructions.
  • Ability to communicate verbally and in writing.
  • Ability to work independently and as a lead worker.
  • Ability to perform basic arithmetic computations.
  • Possession of a valid Oklahoma Department of Agriculture Chemical Applicator License (Category #3A).
  • Possession of a valid Class A Commercial Driver License (CDL).
  • NOTE: If an individual is selected who does not possess a valid Class A Commercial Driver License and Oklahoma Department of Agriculture Chemical Applicator License (Category #3A), the individual will be classified as a Grounds Maintenance Operator Trainee and be compensated at the Grounds Maintenance Operator Trainee salary range until such time as required licensure is obtained. The employee will be required to possess or obtain a valid Class A Commercial Driver License within twelve (12) months from the date of hire/promotion/transfer/demotion and a valid Oklahoma Department of Agriculture Chemical Applicator License (Category #3A) within ninety (90) days from the date of hire/promotion/transfer/demotion.

    If the selected individual possesses a valid Class A Commercial Driver License but does not possess the Oklahoma Department of Agriculture Chemical Applicator License (Category #3A), the individual will be classified as a Grounds Maintenance Operator I and be compensated at the Grounds Maintenance Operator I salary range until such time as required licensure is obtained. The employee will be required to possess or obtain a valid Oklahoma Department of Agriculture Chemical Applicator License (Category #3A) within ninety (90) days from the date of hire/promotion/transfer/demotion.

    Once selected individuals have obtained a valid Oklahoma Class A Commercial Driver License and a valid Oklahoma Department of Agriculture Chemical Applicator License (Category #3A) and are required to function at the full performance level as specified in the Job Requirements on the approved job description for the Grounds Maintenance Operator II job classification, they will career progress, without competitive selection process, to Grounds Maintenance Operator II.

    Continued employment is contingent upon obtaining a valid Class A Commercial Driver License within twelve (12) months from the date of hire/promotion/transfer/demotion and a valid Oklahoma Department of Agriculture Chemical Applicator License (Category #3A) within ninety (90) days of hire/promotion/transfer/demotion.

  • WORKING CONDITIONS

  • Primarily outside, frequently exposed to heat, cold, humidity, dust, etc.

  • Possibility of occasional exposure to common allergy-causing agents such as bee or wasp stings and poison oak, ivy, and sumac.
  • Exposed to limited toxic substances such as herbicides, pesticides, and fertilizers.
  • Occasionally required to work overtime.
  • Local travel on a daily basis.
  • Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS

  • Strength and stamina enough to lift, push, pull, or carry objects weighing up to 90 pounds such as fertilizer, cement sacks, machinery, and litter sacks.
  • Stamina enough to exert oneself physically over short intervals of time in performing work such as digging ditches, mowing, and toting equipment and/or materials.
  • Mobility enough to continuously move oneself from place to place.
  • Manual dexterity and near vision enough to use items such as hand tools and equipment used to perform maintenance and operations tasks.
  • Far vision enough to drive equipment such as trucks, tractors, and to observe objects such as oncoming traffic, etc.
  • Hearing and speech enough to communicate in person and by two-way radio.
  • Eye-hand-foot coordination.
  • OTHER DETAILS

    Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better. Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted. The eligibility list will be in effect for 180 days from the date of the final selection procedure and will be used to fill future vacancies.

    Note: This position may be underfilled as a Grounds Maintenance Trainee in the event the selected candidate does not possess the required valid Class A Commercial Driver License and the required Oklahoma Department of Agriculture Chemical Applicator License (Category #3A). The salary range for the Grounds Maintenance Trainee is $ $25.83 hourly. This position may be underfilled as a Grounds Maintenance Operator I in the event the selected candidate possesses a valid Class A Commercial Driver License but does not possess the required Oklahoma Department of Agriculture Chemical Applicator License (Category #3A). The salary range for the Grounds Maintenance Operator I is $ $26.94 hourly.

    Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

    Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants. Applicants will be provided contact information for any third-party reporting agencies used to collect background information in connection with conditional offers of employment.

    If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.

    If the position accepted includes a lift/push/pull/carry Physical Requirement of 25 pounds and greater, internal and external applicants will be directed for a physical examination.
