    DISTINGUISHING FEATURES OF THE CLASS:

    The Billing and Collections Manager manages the monthly billing of water/sewer, stormwater and environmental fees including the collection of such. In addition, an employee in this class is responsible for ensuring the accuracy and timely billing of all final bills, rental property bills, and builder fees. General duties also include, reconciling billing accounts, interfacing with accounts receivable and the finance department credit and collections and supervising the daily duties of the Utility Billing Specialists. Employees in this position work under the supervision of the Customer Service Director.

    ESSENTIAL JOB FUNCTIONS:

    • Supervises hourly employees in performance of tasks associated with billing and collection from third party payers; monitors billing processes of billing staff to assure that billing is correct and timely
    • Reviews and resolves issues related to claim generations, clean claim ratios, rejected, denied billings; determines the accuracy of charge capture, missing charges, and late charges
    • Ensures all required information is attached to every billing form
    • Ensures appropriate and professional communication with payers and residents
    • Elevates issues with payers and reports improvement as appropriate
    • Communicates issues that are preventing timely and accurate billings to Customer Service Director for performance improvement process
    • Serves as a resource to staff by answering questions, assisting with problems, and providing training, as necessary
    • Implements quality and performance improvement measures for utility billing and collections
    • Participates in the development of unit policies and procedures
    • Ensures timely submission and acceptance of claims to all payers
    • Identifies and collects on underpaid accounts to reduce the aging debt of the department
    • Performs related duties as required
    Typical Qualifications

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
    • Ability to follow detailed instructions
    • Ability to attend work regularly and exhibit dependability
    • General knowledge of customer service, credit, billing, and adjustment procedures
    • General knowledge of mass mailing process, online inquiries and payments, and Interactive Voice Response (IVR)
    • Thorough knowledge of privacy rules and ability to preserve confidentiality as required
    • Thorough knowledge of the outage system tracking and recording
    • Basic knowledge of water/wastewater tap applications
    • Ability to process work orders, refunds, and rebates
    • Ability to answer multi-line telephone, connect/transfer calls and handle emergency calls displaying exceptional professionalism and phone etiquette
    • General technical skills and knowledge of electronic communications, word processing, spreadsheets, and department specific software
    • Exceptional communication skills including digital and written correspondence
    • Ability to conduct the necessary research to solve problems and make decisions within scope of responsibility
    • Ability to meet and deal with the public in a courteous and professional manner
    • Ability to establish and maintain effective working relationships with supervisors, co-workers, and the general public
    • General knowledge of electronic meters and work order system
    ACCEPTABLE EXPERIENCE AND TRAINING
    • Graduation from high school or possession of GED required
    • Candidate must possess excellent computer skills, including the ability to successfully navigate multiple software systems as well as general office computer applications
    • Excellent written and verbal communication skills
    • The ability to work well with the public and knowledge of modern office practices and equipment are also required
    • A minimum of 2 to 3 years of utility billing experience and professional office work experience are required
    • As well as 2 to 3 years of supervisory and customer service experience preferably in local government

    • Involves sedentary work requiring the employee to occasionally exert up to 10 pounds of force and frequently less force to move objects
    • Related physical activity may include stooping, crouching, reaching, standing, fingering, grasping, talking, hearing and repetitive motions
    • Sufficient visual acuity is required to prepare and analyze data figures
    • An employee in this position will not substantially be exposed to adverse environmental conditions
