    JOB SUMMARY:

    The Program Manager provides comprehensive management of the Montgomery County Family Center ensuring that the program and services are in accord with best practice standards, contract and grant requirements, and Agency practices and procedures.

    The position oversees fiscal, operational, administrative, staff management, and quality practices of the program; seeks and develops outside funding sources; and liaises with external community partners.

    ESSENTIAL DUTIES and


    RESPONSIBILITIES:
    Manage and oversee the administrative and daily operations of the program in support of overall program goals and objectives.
    a. Work with staff to implement systems and processes to enhance operational efficiency.
    Monitor program implementation in accordance with grant funding requirements.
    Conduct regular reviews for accountability and program performance.

    Participate in liaison activities with community partners, including the United Way, local government agencies, community groups, and Catholic parishes/other religious groups, and program advisory committees.

    Oversee and/or coordinate the collection, compilation and analysis of program activity data; write and ensure the timely submission of all external and internal program reports.

    Oversee the procurement functions for the assigned program.

    Provide leadership and direction to all program staff and volunteers; oversee supervision of staff, which includes recruiting, staffing, hiring, performance evaluation, coaching, training and professional development, and employee discipline; set standards for customer service; conduct regular staff meetings.

    Work with Senior Program Manager to manage program budget and expenditures, ensuring that available funds and resources are used efficiently.

    Monitor program revenues and expenditures b. Prepare budget revisions.
    Provide required financial reports.
    Establish and implement program development goals to ensure that resources are available to sustain the program.
    Plan and implement outreach strategies with identified donors and funding sources.
    Assist in the preparation and submission of contracts and/or grant applications.

    Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and Agency practices and procedures.

    Conduct client record reviews on an ongoing basis.
    Implement Corrective Action Plan to address deficiencies identified through the Agency client process and CQI process.
    Enable staff participation in quality improvement.
    Update the program's practices and procedures, and program manual as needed.

    Work with the Office Manager and the Facility Emergency Response Coordinator (FERC) in the management of the maintenance of the program's facility and/or equipment in accordance with relevant health, fire and safety codes, and COA standards.

    Perform other Finance-related functions.
    Count, compute, and reconcile daily cash receipts (including cash, checks, and credit card transactions) of client fees. Resolve any cash collection issues that arise.

    Complete the Agency form Check/Cash Receipts Log (CR-A) detailing cash collected, and cash deposited to the bank, scanned checks, and credit card transactions.

    Provide documentation of all receipts to Finance department within 2 business days of receipt or deposit.
    Review and submit receipts for credit card purchases in a timely manner.

    EDUCATION and


    EXPERIENCE:
    Bachelor's degree in social work, human services or related field.
    Licensure in social work and counselling in respective jurisdiction.
    5 years of progressively responsible non-profit experience in program management.
    2 years of experience supervising the provision of social services.

    SKILLS and


    COMPETENCIES:
    Knowledge of management principles and practices.
    Knowledge of budgeting and fiscal management principles. Knowledge of contracts and grants preparation and management.
