    Senior Director of Human Resources

    PURPOSE
    The Senior Director of Human Resources (HR) will be responsible for overseeing all human resources activities for Tlingit & Haida. This role involves developing and implementing HR strategies, policies, and procedures to support the organization's goals and objectives. The Senior HR Director is also responsible for managing employee relations, recruitment and retention, performance management, training and development, compensation and benefits, and compliance with employment laws and regulations. Additionally, the Senior HR Director will collaborate with leadership to cultivate a positive and high-performing work environment.

    Reports To: Chief Operating Officer
    Supervises: Human Resources Employees
    Liaison To: Tlingit & Haida Leadership & Staff

    ESSENTIAL FUNCTIONS

    • Strategy and Policy Development: Develop and implement HR strategies, policies, and procedures that align with the organization's goals, values, and legal requirements. This involves analyzing workforce needs, providing guidance on HR best practices, and ensuring compliance with tribal laws and regulations.

    • Employee Relations: Establish and maintain positive employee relations by promoting a fair and inclusive work environment. Handle employee grievances, conduct investigations, and provide guidance on disciplinary actions. Foster effective communication channels between management and employees.

    • Recruitment and Retention: Oversee recruitment strategies to attract and retain a diverse and qualified workforce. Implement retention programs and initiatives to enhance employee engagement and satisfaction.

    • Performance Management: Develop and administer performance management programs, including goal setting, performance evaluations, and feedback mechanisms. Provide guidance to managers on performance issues, training and development opportunities, and career progression.

    • Training and Development: Identify training and development needs within the organization and develop comprehensive programs to enhance employee skills and knowledge. Collaborate with managers to provide coaching and mentoring opportunities for career growth. Stay updated on industry trends and best practices in training and development.

    • Compensation and Benefits: Oversee the administration of compensation and benefits programs. Conduct market research to ensure competitive and equitable compensation packages. Ensure compliance with tribal policies and regulations regarding employee benefits.

    • Compliance: Stay updated on federal, state, and tribal employment laws and regulations. Ensure HR policies and practices are in compliance with these laws. Maintain accurate records and documentation related to employee employment, benefits, and training.

    • Stakeholder Collaboration: Collaborate with tribal leaders, management, and other stakeholders to align HR initiatives with the organization's cultural values and traditions. Provide guidance on workforce planning and organizational development.

    • Budget Management: Develop and manage the HR budget, including staffing, training, and other HR-related expenses. Monitor and control costs while ensuring effective utilization of resources.

    • Champion of Tribal Citizen and Veteran hiring preferences and providing a culture of diversity, equity, and inclusion (DE&I) by fostering a welcoming and respectful work environment for all employees.

    • Stay abreast of current HR trends and best practices and recommend improvements to existing HR processes.

    • Provide expert guidance and counsel to leadership on HR matters.

    • Oversee HR technology systems and ensure their effectiveness.

    • Represent the HR department in cross-functional meetings and committees.

    NECESSARY SKILLS AND KNOWLEDGE

    • Knowledge of applicable state, federal, and Tribal personnel laws, and requirements

    • Strong verbal and written communication skills are essential for effective collaboration and conveying information

    • Adaptable to change, handle multiple tasks or projects simultaneously, and adjust to new situations

    • Effective time management skills, including prioritization, organization, and the ability to meet deadlines, are valuable in many roles.

    • Ability to gather and analyze data, identify trends, and draw meaningful insights is valuable in roles that involve problem-solving and decision-making.

    • Ability to analyze complex problems, think critically, and develop innovative solutions.

    • Having a solid understanding of the industry, market trends, and best practices

    • Familiarity with Tlingit, Haida, and Tsimshian populations


    MINIMUM QUALIFICATIONS (education, experience, skills)

    • Bachelor's Degree in Human Resources Management, Business Administration, or a related field.

    • Minimum 8-10 years of experience in a senior HR leadership role.

    • Proven track record of success in developing and implementing strategic HR initiatives.

    • Strong understanding of HR best practices and legal compliance.

    • Excellent leadership, communication, and interpersonal skills.

    • Ability to build strong relationships with all levels of the organization.

    • Experience working in a Tribal Organization or Government.

    PREFERRED QUALIFICATIONS (education, experience, skills)

    • Master's Degree Preferred

    • Experience with HR technology systems

    UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
    The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
