- Partners with the Director of HR in the interpretation and implementation of policies and procedures.
- Liaison with variety of HR partners in other state agencies including Payroll and Retirement and Benefits.
- Partners with key stakeholders to streamline HR processes and improve efficiency of HR department.
- Performs some benefits administration such as assisting employees with new hire benefits enrollment and Annual Open Enrollment.
- May partner with the Director of HR regarding employee relations counseling and exit interviewing.
- Assists with required financial disclosures and reporting.
- Serves as primary point of contact for APFC Recruiting including:
- Job description development and enhancement.
- Ensures job postings are accurate and appropriately advertised.
- Coordinates interviews.
- Coordinates interview travel, schedules and logistics.
- Responsible for facilitating the company internal Internship Program and Partner Internship Program with APFC's external managers.
- Responsible for the new hire onboarding process including:
- New hire paperwork.
- Orientation & Coordinating Immersion meetings for new staff.
- Works with Administrative and IT staff to ensure that workspace and equipment are setup.
- Serves as APFC's Timekeeper for biweekly payroll.
- Responsible for ensuring accuracy of HRIS system including:
- Confidential data.
- Report development and analysis.
- System access.
- Processes personnel transactions and position change information in APFC HR system and submits paperwork to State of Alaska payroll services.
- Maintains compliance with federal, state, and local employment laws and regulations.
- Responsible for maintaining all HR files, policies, and associated documentation.
- Two years of human resources related experience or any combination of training and experience equal to two years.
- Technology savvy with ability to learn quickly.
- Strong ability in MS Office including Outlook, Excel, Word & PowerPoint
- HR Experience with the State of Alaska or other local government
- BA or AA Degree in Business Administration or other related field
