    CHIEF HUMAN RESOURCES OFFICER

    SUMMARY DESCRIPTION


    Reporting directly to the Superintendent, the Chief Human Resources Officer serves on the Executive Leadership Team and provides close advisement to the Superintendent and executive leadership around major initiatives regarding human capital management.

    Primary functions including hiring, retention, compensation, classification, employee services, benefits, labor relations, professional growth systems, continuous systems improvement, and human resources information systems.


    The Chief Human Resources Officer manages special projects on behalf of the Superintendent, implements directives of the Superintendent, and represents the Superintendent before groups and individuals both internally and externally.

    Primary functions include hiring, retention, talent acquisition, compensation, classification, employee services, benefits, professional growth systems, continuous systems improvement, equity and diversity, and human resources information systems.

    Incumbent performs related work as required.

    EXEMPLARY DUTIES/RESPONSIBILITIES


    Serves as a member of the Superintendent's Executive Cabinet; plans, organizes, develops, and directs the implementation of goals, objectives and procedures for the Office of Human Resources.


    Participates in the development of the district's plans and programs as a strategic partner, particularly from the perspective of the impact on people.

    Evaluates and advises on the impact of long-range planning of new programs/strategies, regulatory action and laws, as those items impact the attraction, motivation, development and retention of employees.


    Assures efficient and high-quality delivery of services through the coordination of all Office of Human Resources departments; regularly obtains feedback from administrators, other district staff, members of the Board of Trustees, members of the community to continually improve the Office, to supervise and provide fair and meaningful employee evaluations, including development and monitoring of improvement plans.

    Consults and advises top administrators on a wide variety of sensitive personnel issues (e.g. discipline, hiring, promotions, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant laws, policies, procedures, and regulations.

    Oversees negotiations with all bargaining units, recommend bargaining goals, research and responds to requests regarding collective bargaining process.

    Conduct formal meetings regarding grievances, complaints, and disciplinary actions to ensure appropriate application of District policies and regulations, compliance with negotiated agreements, and state and federal laws.

    Conducts investigations, determines findings, and prepares responses to state and federal complaints and individual lawsuits relating to personnel matters.


    Represents the Office of Human Resources and serves as its chief spokesperson; represents Human Resources to the media and community groups; makes presentations at meetings of the Board of Trustees, legislative hearings, and other special meetings.


    Drafts board policy and administrative procedures in areas of responsibility and serves as the district spokesperson for the implementation and interpretation of these guidelines after they have been adopted by the Board and Superintendent respectively.

    Attends and often presents at regularly scheduled WCSD Board of Trustee meetings.

    Provides pertinent information, reports progress, and recommends necessary actions concerning human resources services to the Superintendent.


    Serves as a liaison to relevant matters with the Nevada Department of Education, and local college and university; assures that state, federal and local standards, and requirements are met.


    Provides leadership in collaboration between and among district Departments including (but not limited to) Office of General Counsel, Office of Business and Financial Services, Office of Continuous Improvement, Office of Teaching, Learning, and Leadership, Office of Student and Family Supports, and the Grants Department.

    Responsible for day-to-day HR operations.

    Reviews the effectiveness of the Office of Human Resources programs, revises strategy as needed and directs the staff accordingly in order to enhance productivity of personnel and ensure department/program outcomes are achieved.

    Selects, develops, evaluates, and leads a team of human resource professionals and support staff.

    Prepares, recommends, and administers the Office of Human Resources budgets.

    Education/Experience:
    Any combination of education and experience that could likely provide the required knowledge and skills is qualifying.

    A typical way to obtain the knowledge and skills would be:

    Master's degree in business administration, Public Administration, Human Resources, Educational Administration, or related field;


    AND

    Equivalent to five (5) years of full-time leadership experience in a comprehensive human resources program including individual accountability for more than one of the following functions: staffing, recruitment, and selection; compensation and classification; labor relations; and employee services.


    Knowledge of:

    Principles, practices, methods, and techniques of leadership, process performance management and supervision; organizational development principles; applicable state and federal employment laws; functions, processes and practice of human resources administration, including staffing, recruitment and selection, compensation, classification, employee services, benefits; principles of labor relations practices including collective bargaining, progressive discipline and dispute resolution; human resources information systems and automation; principles of continuous systems improvement; and District policies, procedures, goals and standards.


    Skill in:

    Responding with tact, composure, and courtesy when dealing with others; operating office automation equipment and software; providing counseling advice to supervisors and employees to ensure compliance with applicable laws, regulations and standards; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; exercising sound independent judgment within general policy guidelines and legal constraints; analyzing and evaluating information accurately, assessing, interpreting, and recommending action as appropriate in a variety of complex situations involving human resource management; communicating: expressing ideas clearly orally and in writing, persuading, motivating, and influencing others; supervising, reviewing, and monitoring work activities of subordinate staff; establishing and maintaining effective working relationships with District employees, association members/negotiators, community members, and other interested parties; and establishing rapport, earning trust of others and facilitating discussion of highly sensitive information.


    License:
    Possession of a valid Nevada driver's license.

    Annual salary:
    $157,165

    Salaries are subject to adjustment and may increase and decrease each fiscal year.

    This position is a Leadership Team position and not subject to membership into a bargaining unit. This position is open for eligible transfer applicants and simultaneously open to ALL applicants.

    The Washoe County School District pays an additional legislatively-designated amount to the Public Employees Retirement System on behalf of the employee for retirement benefits.

    No retirement contribution is made by the employee.


    New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting.

    Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
