    This individual will perform high voltage electrical equipment repairs; respond to electrical system emergencies and customer trouble calls as necessary to maintain or restore electric utilities services.

    The Electric Operations Division is tasked with reliably operating the Anaheim Public Utilities electric system on a "24/7" basis. As such, the Troubleshooter is often the first responder in both emergency and nonemergency situations. Providing exemplary customer service is our goal.

    Incumbents in this classification must be journey level line mechanics with advanced knowledge, skills, and experience in the identification of problems with the electric distribution system and service to utility customers.

    Essential FunctionsThe following functions are typical for this classification.

    Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

    Respond to emergency calls for restoration of interrupted electric service; evaluate emergency action required on site and act to restore service with minimal inconvenience to utilities customers.

    Work with energized power lines, transformers, and related equipment, in equipment congested areas, from an aerial bucket or a pole, or underground.

    Use live line tools and high voltage rubber gloving techniques.
    Perform street light repair and maintenance.
    De-energize and clear fallen live electric wires from the ground, while protecting property and people.
    Disconnect and reconnect electric and water service. Confer with customers on service interruption and restoration and power quality issues.
    Conduct operational inspection of electrical substations, water pumping facilities and reservoir operating water pumps.
    Patrol overhead power lines to detect potential problem areas.
    Perform television and radio interference inspection.
    Perform or assist with Substation switching.
    Perform related duties and responsibilities as required.


    QualificationsExperience and Training:
    A minimum of three years experience minimum as a journey level Electrical Line Mechanic.

    An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.


    Knowledge of:
    Electrical Line Mechanic trade and electrical utility troubleshooting; safety rules and regulations

    Ability to:
    Evaluate critical situations and take corrective action in emergency situations; climb and operate equipment; safely utilize rubber gloving techniques on energized equipment; work irregular and extended hours, and communicate effectively with customers


    License/Certification Required:

    Possession of a valid Class A California Driver's License in order to drive and operate Troubleshooter bucket trucks and associated equipment.

    Possession of Rubber Gloving certification must be obtained within six months of appointment.


    Environmental Conditions:
    Due to the nature of work assignments, incumbents work in all types of inclement weather including excessive heat, cold, wind and rain; also around dirt, dust and other allergenic substance, including Polychlorinated Biphenyls (PCB's)


    Physical Conditions:

    Due to the nature of work assignments, incumbents must have the physical ability to work alone, use both arms, hands and legs, climb poles safely, reach, bend and lift up to 100 pounds, remove manhole covers weighing up to 800 pounds using a mechanical lever, grip tools and levers, work at heights up to 75 feet and in confined spaces.

    Work in close proximity to energized lines and in underground electrical vaults.

    Ability to complete job duties while working within the parameters of equipment specifications; must be able to meet all CAL-OSHA requirements associated with the operation of line trucks and bucket trucks.

    Supervision Received and ExercisedWork under minimal supervision of the Utilities Troubleshooter Supervisor who makes assignments and reviews work in progress and completed work.

    Supplemental InformationEmployees who meet qualifications, training, and certification requirements may be eligible to receive high voltage rubber gloving assignment pay of 6% and/or high voltage hazard pay of 5%.

    • The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits.
    Retirement formula is based on appointment date and membership status with CalPERS.


    Note:

    Pension contribution limitations are set by CalPERS each calendar year, with compensation limit requirements for Public Employee Pension Reform Act (PEPRA) members and Classic members.

    Employee contributions will be deposited into a 401(a) account after reaching this limit. Employees with CalPERS membership dates prior to July 1, 1996 are not impacted by these limits.
