General Description

Essential Job Duties

  • Lead the agency's effort in managing, evaluating and mentoring professional and technical support staff.
  • Motivate staff, provide guidance and professional support, offer regular feedback to employees, and serve as a mentor in providing training and growth opportunities.
  • Prepare, administer, and monitor division budget.
  • Lead implementation of the statewide enterprise resource system, Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Make sound, independent decisions in daytoday activities and in emergency situations.
  • Ensure compliance with laws governing state and federal human resource policies and procedures.
  • Direct and conduct analytical studies and make necessary recommendations to management.
  • Prepare reports and correspondence on HR related issues for presentation to Executive Director, Commissioners, and senior management.
  • Communicate and implement HR initiatives, policies, and programs and advise departments on HR policy and procedures.
  • Demonstrate knowledge of principles and practices of modern HR management including, risk services, insurance levels, employee benefits, safety, coaching, and retirement.
  • Will periodically travel to conduct agency business with geographically dispersed employees and staff in multiple statewide office locations.
  • This position will require some travel with occasional overnight stays.

Qualifications

Minimum Qualifications

  • A Bachelor's degree in Human Resources, Business, Public Administration or a related field.
  • Eight (8) years of progressively responsible managementrelated experience.
  • Must have a valid Texas Driver's License and good driving record.

Preferred Qualifications

  • A Master's degree in a related field is preferable.
  • Indepth knowledge of Railroad Commission rules and procedures or other state or federal regulatory experience.
  • Experience updating, tracking and monitoring statistics and reports in a HR database management system.
  • SPHR or SHRM-SCP certification.

Knowledge, Skills, and Abilities

  • Knowledge of principles, practices, technique of human resources administration and organizational development.
  • Knowledge of state and federal employment laws.
  • Excellent skills in interpersonal communication, facilitation, and conflict mediation skills.
  • Skills in human resource management databases and systems.
  • Skills in researching, data collection and reporting.
  • Ability to maintain high degree of efficiency in achieving the division's goals by consistent, effective management of staff.
  • Excellent communicate skills, with clear, timely, and precise verbal and written expression within the Commission and to the general public and regulated industry.
  • Advanced skill in analyzing and organizing information and devising solutions.
  • Skill in instructing, planning the work of, supervising, and motivating others.
  • Ability to present technical material to a wide variety of audiences.
  • Ability to work effectively on a team, both as a leader and as a member.
  • Ability to take initiative and work independently.
  • Ability to respond to emergency situations, when necessary.
  • Ability to communicate across various agency demographics and RRC Commissioners.

Work Hours and Telework:
Ability to work Monday-Friday in the Austin office.
This is an in-office position. Occasional flexible hours, overtime, and weekends are required. Occasional overnight travel may be required.
