General Description


The Railroad Commission of Texas is seeking an Accountant II/Accountant III to perform moderately complex journey-level accounting work in the Revenue section of the Financial Services Division.

Major responsibilities include maintaining, preparing, posting and balancing accounting and financial statements, records, documents or reports. Position processes monetary mail, deposits, credit card transactions, wires, grant draws, and refunds.

This position specializes in one or more phases of accounting work such as auditing accounting documents, processing various types of refund payments, deposits, and journal entries.

Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.


Job Duties

  • Prepares and/or processes various types of payment vouchers.
  • Assists with daily mail processing.
  • Assists with data entry of revenue into the agency's revenue database (RMS).
  • Processes POS credit card transactions.
  • Prepares deposits and verifies documents in USAS.
  • Prepares accounting entries and documents for transactions related to disbursements in all accounts as necessary.
  • Reviews revenue documentation for accuracy. Assists in maintaining revenue accounting records.
  • Process federal revenue draws in various federal payment systems.
  • Prepares and/or process general journal entries.
  • Processes refunds and/or other accounts payable entries in CAPPS accounting system.
  • Researches and reconciles revenue transactions.
  • Completes detailed assignments in recording, classifying, examining and verifying financial records, documents or reports.
  • Inputs accounting entries into CAPPS.
  • Tracks and monitors deposit and default accounts.
  • May recommend improvements, adaptations or revisions to the accounting system and accompanying procedures.
  • Verifies data entered into cash receipt system and assigns program codes. Processes reversals and code corrections.
  • Processes return checks and clears return check default transactions.
  • Keeps management appropriately informed of ongoing activity and critical matters affecting the operations and wellbeing of the agency.
  • Provides customer service as needed.
  • Actively participates in independent jobrelated research and demonstrate initiative when seeking solutions to issues.
  • Adheres to all Railroad Commission personnel policies and performs related work as assigned.

Qualifications

Minimum Qualifications Accountant II

  • Minimum of two years' experience in accounting.
  • Graduation from an accredited fouryear college or university
  • Work experience and education may substitute for one another on a yearforyear basis.

Minimum Qualifications Accountant III

  • Minimum of three years' experience with invoices, accounts payable, revenue, or accounting experience.
  • Graduation from an accredited fouryear college or university
  • Work experience and education may substitute for one another on a yearforyear basis.

Preferred Qualifications

  • Graduation from an accredited fouryear college or university
with major course work in accounting, finance, business, or related field is generally preferred.

  • State of Texas accounting rules and regulations

Knowledge, Skills, and Abilities

  • Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
  • Knowledge of theories, principles, and practices of accounting.
  • Knowledge of or experience with accounting software such as CAPPS, USAS, and MS Excel.
  • Knowledge of budget preparation and administration.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
