    Description

    Plans, designs, develops and implements global health security programs/projects that increase global capacity to prevent, detect, and respond to pandemic and emerging infectious disease threats.

    Supervises and effectively manages a team of multi-disciplinary employees performing work at the GS-14 level (or equivalent) and below.

    Prepares or oversees the preparation of Global Health Security development project papers, project agreements, project authorizations, implementation letters, and evaluations of centrally-managed GHS programs/projects.

    Leads the design and development of new GHS development programs/projects, including initial reconnaissance of projects; preparation of scopes of work for new procurements and evaluations, and selection of implementing partners.

    Engages in dialogue with Host Country Counterpart Senior Officials to influence strategy and improve USAID's leverage and solicit or share information on program design, implementation, evaluation or program resolution.

    Provide expert opinion and advice on factors leading to improved global health security and reduced risk from emerging infectious diseases.

    Prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of improved knowledge and methods and to respond Congressional and other requirements.
