    Duties


    • Plans, designs, develops and implements global health security programs/projects that increase global capacity to prevent, detect, and respond to pandemic and emerging infectious disease threats.
    • Supervises and effectively manages a team of multi-disciplinary employees performing work at the GS-14 level (or equivalent) and below.
    • Prepares or oversees the preparation of Global Health Security development project papers, project agreements, project authorizations, implementation letters, and evaluations of centrally-managed GHS programs/projects.
    • Leads the design and development of new GHS development programs/projects, including initial reconnaissance of projects; preparation of scopes of work for new procurements and evaluations, and selection of implementing partners.
    • Engages in dialogue with Host Country Counterpart Senior Officials to influence strategy and improve USAID's leverage and solicit or share information on program design, implementation, evaluation or program resolution.
    • Provide expert opinion and advice on factors leading to improved global health security and reduced risk from emerging infectious diseases.
    • Prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of improved knowledge and methods and to respond Congressional and other requirements.

    • Must be able to obtain and maintain a security clearance.
    • Males born after 12/31/1959 must be registered with the Selective Service.

    • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
    • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
    • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

    Specialized Experience:


    GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

    One year of experience refers to full-time work; part-time work is considered on a prorated basis. a)

    Technical:
    Experience planning and implementing elements of One Health programming at the global, regional and national levels in low-and middle-income countries; b)


    Communication:
    Experience coordinating and collaborating with a wide range of stakeholders on public health, emergency response, or One Health programs including host country governments, research organizations, academia, international or local NGOs, civil society, communities, and multilateral organizations working in low or middle-income countries AND c)

    Program management:
    Demonstrated experience in One Health-related project design or management in low-or middle-income countries. We will only review the first 5 pages of your resume. Any information after 5 pages will not be reviewed.
