Duties:


  • Evaluate and manage centrallyadministered programs, perform the full range of project management functions for public health programs, including serving as a C/AOR; manage and evaluate centrally managed grants, cooperative agreements, and contracts.
  • Prepare concept papers and background analyses for new Center activities, and draft RFAs, RFPs, project evaluation summaries, project management plans, practical indicators, and other project documentation.
  • Develop or assure preparation of scopes of work and budgets for technical assistance, and prepare justification memoranda for funding and implementation of grants, contracts, and interagency agreements.
  • Direct public health activities in innovation, market access, and scaleup in coordination and partnership with other Bureau and Mission staff as appropriate.
  • Contribute to formulating Agency positions on innovation, digital health, scaling effective approaches, etc. to deliver public health impact.

  • Must be able to obtain and maintain a secret clearance.

Specialized Experience:


GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the
GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Examples of qualifying specialized experience at the next lower level for this position includes:

a) managing (COR/AOR) and providing strategic direction and guidance for government contracts/grants that address international/global public health issues and priorities in low and middle income countries; and b) developing policies, strategies, and plans for global health programs in low and middle income countries.
