    Summary This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. Joint Chiefs of Staff.

    The incumbent manages, performs, and develops policies and procedure for work involving the evaluation of contracts, pricing, negotiating, administration, and support including termination of contracts for procurement of supplies, services, and equipment required in the performance of the J7 Joint Force Developer's mission.

    Responsibilities This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.

    As a CONTRACT SPECIALIST at the GS some of your typical work assignments may include:

    Advises technical representatives RAMO members to include Management and Program Analysts, Action Officers, Program Managers, and Requiring Individuals across J7 on anticipated procurement requirements.

    Analyzes the effects of industrial developments, seasonal price trends, economic factors affecting supply, transportation costs, and availability of storage facilities on agency requirements Monitors, tracks, and conducts overall surveillance of services performed under assigned contracts or orders.

    Provides advice, guidance, interpretation, and training to J7 personnel on Federal/DoD procurement regulations policies and processes.

    Develops or utilizes existing DoD data systems, and maintains systems to evaluate and monitor contractual performance related to such areas as delivery, cost, amount of progress or advance payments, effective use of government furnished property (GFP), scheduling and usage of facilities and management of issues/difficulties.

    Requirements Conditions of Employment Qualifications You may qualify at the GS-13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Applies engineering and manufacturing processes, business practices, sources of supply, and market conditions to assist technical specialists in the preparation of statements of work to plan appropriate procurement strategies and provide advice and guidance in assigned area(s) of responsibility; Utilizes Federal, DoD contract administration principles, polices, regulations, practices, and procedures for contracts with technical specifications and special contract provisions to administer contracts such as fixed-price with predetermination provisions, cost reimbursements, or contracts with incentives provisions; Utilizes government / DoD contract termination concepts.

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:
    A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. AND B.

    At least 24 semester hours in any combination of the following fields:
    accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)


    NOTE:

    The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000.

    Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement.

    Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.

    GRADUATE EDUCATION:

    One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.

    Such study may have been performed on a full-time or part-time basis.

    If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.


    FOREIGN EDUCATION:

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    education program; or full credit has been given for the courses at a U.S. accredited college or university.

    This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition Category C (Contracting) Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

    Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system.
