Duties:


Serves as Contract Specialist responsible for all aspects of contracting transactions from initiation to recommendation of award to procurement of items or services.

Typical work assignments include:

  • Reviews the most complex requests for procurement. Analyzes the requirements, recommends revisions to the performance work statement, statement of work, statement of objectives or specifications, as necessary and decides on the type of contract, milestones and procurement plan.
  • Conducts prebid/proposal conferences with prospective offers to arrive at a clear, mutual understanding of the requirements of the proposed contract. Analyzes bids/proposals for conformance to the solicitation instrument. Performs cost/price analysis, including review of complete cost and pricing data to determine reasonableness.
  • Monitors contract administration on the most complex contracts until final delivery and ensure payments are completed and that the contract is closed and retired.
  • Drafting documents including contract modifications, cure or showcause notices and other administrative documentation characteristic of the contract administration phase either independently or based on specific detailed information provided by senior contract specialists/supervisor.
  • Interpreting and implementing the Federal Acquisition Regulation, and applicable agency directives.

  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a National Agency Check with Inquiries (NACI).
  • A oneyear probationary period may be required
  • You must submit official transcripts to rec'd consideration upon selection.
  • Federal Acquisition Certification (FAC-C) within 36 months of start date.
All qualification requirements must be met by the closing date of the announcement.


Qualifications:


Basic Education Requirement: 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


NOTE:

The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S.

Department of Education, and appears on a college or university transcript.


To qualify for the GS-11 level: Applicants at the GS-11 level must possess specialized experience equivalent to one year of experience at the next lower grade level GS-09 that is similar to experience gained in the Federal sector.


Examples of specialized experience includes:

assisting in analyzing requirement and recommending revisions to the statement of work or specification; assisting in negotiating contract terms and conditions; procuring items or services with limited requirements utilizing some electronic systems.

OR


To substitute education for specialized experience, completion of 3 full academic years of progressively higher level graduate education or Ph.

D. or equivalent doctoral degree, if related OR combination of education and experience.

To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


Selectee must meet position requirements for Federal Acquisition Certification in Contracting (FAC-C) Professional certification4 within 36 months as of entrance on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
