    The Procurement Manager I will be within the Division of Procurement Services in Central Office Administration - Finance & Operations (F&O) and will report to the Procurement Director. While this position is designated as being located in Columbia, SC, this may be negotiable with the selected candidate potentially operating from one of the other agency offices located elsewhere in South Carolina. This person will serve as Region Procurement Manager for the agency. As the Region Procurement Manager, you will lead the procurement activities for public health region offices ensuring compliance with procurement codes and policies. You will supervise the designated region procurement staff, promoting professionalism and customer service. Responsibilities of the position will include:

    Directs the activities of the Region Procurement Section. Responsible for managing the procurement activities for public health region offices. Ensures purchases are made in accordance with the S.C. Consolidated Procurement Code and all applicable agency policies and procedures. Serves as section lead for the Region Procurement Section in the Procurement Services Division and supervises staff within the section.

    Processes customer purchase requests in an efficient, professional, and culturally competent manner. Sets an example for other Procurement staff to follow, with an emphasis on teamwork and customer service.

    Advises region staff regarding procurement policies, Procurement Code, rules and regulations. In coordination with management of the division, develops internal procedures for region procurement activities and instructs personnel on policies and procedures. Provides guidance and advice to staff on purchasing matters.

    Coordinates, monitors, researches, analyzes, and audits region purchasing card (PCard) transactions. Assists staff with issues or problems related to the PCard. Serves as a PCard liaison.

    Coordinates with staff in the Complex Procurements section and State Procurement on any large or complex procurements. Works with program staff in developing specifications and scope of work for complex goods and services; analyzes contracts and advises other staff as needed.
    Minimum and Additional Requirements

    Bachelor's degree in business, accounting, finance, or closely related field and at least three (3) years of experience in government procurement.

    An associate degree or High School Diploma, with at least six (6) years of government procurement experience, could be considered an acceptable equivalency in lieu of the state minimum requirements. This equivalency must be approved by Human Resources before a job offer can be made.

    Must have good communication and writing skills.

    Preferred Qualifications

    Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/or NIGP Certified Procurement Professional (NIGP-CPP) certification.

    At least two (2) years of experience using SCEIS SRM. Proficiency in MS Word and Excel.

    Through knowledge of the South Carolina (SC) Consolidated Procurement Code.

    This position is part of the South Carolina Department of Environmental Control's Bureau of Business Management, Procurement Services Division. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
