    The Infrastructure Engineering Associate II assists the Program Manager and Project Manager to guide and lead a dynamic federally funded HUD 12-year stormwater improvement program, a federally funded ARPA stormwater improvement program, and other state funded programs as assigned. The Engineering Associate II engages with state and local governments on state-wide stormwater mitigation projects, ensures projects are compliant with established policies and regulations, and provides engineering review and technical assistance.

    Under the limited supervision, Engineering Associate II performs work with state/federal officials and private contractors/vendors and government organizations. In this position you
    • Read and interpret plans and specifications for both grey stormwater projects and nature-based, or green, stormwater projects; Assess project eligibility for numerous stormwater programs with varying requirements; Monitor projects for compliance with federal and state requirements.
    • Assist with project management including the development and maintenance of a project database with supporting documentation for audit and internal review; Documentation of key performance indicators; oversight of project schedule and budget; oversight of project compliance with procurement and grant program requirements, approval of project invoices; and provide technical assistance as needed.
    • Interpret and implement procurements of professional services and construction contracts in accordance with the Office of State Engineers {OSE) procurement regulations and procedures.
    • Ability to articulate and summarize complex projects in public forums; Create programmatic and project- specific education and public outreach materials; Ability to prepare and brief presentations to the public and government officials.
    • Performs other duties as required/assigned.
    Minimum and Additional Requirements

    A bachelor's degree in civil engineering, engineering technology, or construction management, and 1-3 years entry-level engineering work experience.

    ADDITIONAL REQUIREMENTS:
    • Knowledge of SCOR's mission, programs, and objectives.
    • Knowledge of stormwater systems, environmental regulations, and permitting processes.
    • Ability to communicate effectively, make presentations and prepare
      reports.
    • Ability to assess project concepts and justify applicability to the various mitigation program activities.
