    Job Description and Duties

    Under the guidance of the Division Chief (CEA), you will be responsible for executing activities at the highest technical level to support the discovery, evaluation, design, and delivery of complex enterprise solutions. Your role will entail a deep understanding of organizational dynamics to connect strategic goals with practical technical implementation. You will also provide recommendations to leadership on crafting information technology (IT) strategies, policies, and governance for Caltrans' existing and future technology portfolio. The position involves serving as a technical lead and solution architect, focusing on creating efficient data designs, data management, data sharing, and data reporting solutions within the Division to achieve enterprise objectives. You are expected to have a strong technical knowledge base, including familiarity with cutting-edge technologies. Besides, you will be a recognized expert in your field, showcasing advanced team leadership skills and overseeing crucial projects. Your responsibilities will encompass tasks related to architecture, development, integration, operation, and maintenance of infrastructure and software systems, including user research, user-centric design, development or configuration, testing, and deployment. Domains you will work on include Software Engineering and Information Technology Project Management.

    Working Conditions

    You may need to work extended hours in a computer room. The role might be eligible for telecommuting, subject to the Department's telework policy. While telework is supported, in-person presence may be necessary based on operational requirements. You should be prepared to report to the worksite promptly if an immediate need arises. Additionally, you might be required to travel to the main office, with expenses covered by you. Occasional travel to other Caltrans offices to offer IT support and expertise may also be necessary. The position may involve working outside regular business hours and weekends to ensure the smooth functioning of business operations and system maintenance. If you hold a Class C driver's license and use your vehicle for work purposes, travel expenses may be reimbursed. You must carry a cell phone and be available after hours to lead IT teams in analyzing and resolving system issues.

    Special Requirements

    This position will be filled through the California Department of Transportation Managerial Selection Program (MSP) process, complying with California Code of Regulations § 549.90. The process involves custom examination and job-selection methods aligned with the job's requirements and the candidates' skills and abilities. This is an Open Examination, and candidates must meet the minimum qualifications by the final filing date to be considered for the examination.

    Minimum Qualifications:

    • One year experience as an Information Technology Specialist II; or
    • Six years of information technology experience, two of which in a lead or expert capacity on highly complex systems or services; or in a closely related or emerging IT field.
    • Educational substitutions are possible: master's or doctorate degree can replace four years of experience, a bachelor's degree can replace three years, and an associate's degree can replace one year. Education used for qualification must include specific IT-related coursework.

    This examination will evaluate candidates based on their experience and education compared to predefined standards. Accurate completion of the State application is crucial to the evaluation process. Out of Class (OOC) experience must be supported by relevant documentation. Official college transcripts may be required during the appointment process if using education to meet qualifications.
