The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.
SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health.
The San Francisco Health Network is the Citys only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, over 15 outpatient primary care health centers, specialty clinics, a home health agency, and behavioral health (mental health and drug treatment) inpatient, outpatient, and community programs.
The San Francisco Health Network is the largest Division of the Department of Public Health and manages an annual budget of $1.2 billion and over 5,000 FTEs.
Under the direction of the San Francisco Health Network (SFHN) Chief Executive Officer (CEO), the Chief Medical Officer (CMO) reports to the CEO of the SFHN and partners with the CEO, SFHN Chief Operating Officer, SFHN Chief Nursing Officer and SFHN Chief Quality Officer, in providing the executive medical managerial and clinical operations analysis and improvement activities of an integrated healthcare delivery systems.
The CMO is the most senior executive physician within the San Francisco Health Network.As such, this position has responsibility for the strategic oversight and management of the clinical practice of all physicians and licensed providers practicing in the diverse and complex functional areas at the Department of Public Health.
The CMO also manages special grants and projects, within the scope of medical practice, as directed by the executive and legislative branches of the CCSF government related to healthcare delivery system reform efforts.
On a daily basis, the CMO will make and guide significant decisions that impact healthcare, clinical, and medical operations via new policies, procedures, organizational areas, or services.
The SFHN CMO performs the following essential job functions:Program Planning and Administration
Pursues grants and other resources needed to support, augment, sustain, and evaluate the SFHN; directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet healthcare reform or other new medical or clinical programs, while continuing to address major medical, clinical and health care priorities.
Business AcumenProvides review, preparation, and defense of budgets related to the SFHN medical operations; maintains responsibility for analyzing the current billing and financial systems that support and sustain the SFHN;
Political Acumen -
Bridges the span of culture between the various constituencies associated with the SFHN, DPH, its clinical and community partners, and departments within the City and County of San Francisco; establishes and sustains effective communication channels with a wide range of DPH staff and other parties involved in initiatives; anticipates potential problems, takes timely initiative and skillfully determines when SFHN and DPH executive leadership consultation and policy guidance is required; communicates regularly with medical, clinical, and healthcare executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, regulatory bodies, other healthcare agencies, and medical, clinical, or advisory committees; provides consultation and advice to boards, committees, and representatives from federal, state and local agencies.
The 1165 Manager, Department of Public Health SFHN Chief Medical Officer may participate in direct patient care/medical or clinical activities as determined by specialty.
The SFHN Chief Medical Officer performs other related duties as assigned.LICENSES
ANDCERTIFICATION:
Possession of a valid, unrestricted license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California *;
AND
Possession of valid, unrestricted Drug Enforcement Agency registration with the United States Department of Justice;
AND
Possession of valid Board Certification in a medical specialty area.
*Applicants possessing a valid license to practice medicine issued from another state within the United States of America may apply, but if selected, the candidate will NOT be appointed/hired until they obtain a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California.
EXPERIENCE:
Requires at least three years of experience as an administrator of a large general teaching hospital or related organization; three years of complex health care administrative experience or an equivalent combination of training and experience.

One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week).
